About this opportunity
The Illinois Department of Transportation (IDOT) is requesting bids for de-icer solutions to serve Districts 2–7 under IFB B-53737, with bids due September 22, 2026. No set-asides, minority/women/disadvantaged business preferences, or veteran-owned small business preferences apply. Vendors may claim Illinois Business Preference or Domestic Product Preference under the Illinois Procurement Code if eligible and supported by required affidavits.
The de-icer solution must meet specified technical standards: effectiveness in lowering the freeze point to a maximum of minus 40 degrees Fahrenheit when mixed with bulk rock salt, specific gravity of 1.2 to 1.4, pH rating of 6 through 9, and natural unaltered solids by volume of 52 to 55 percent. The product specification is Biomelt AG64 or an acceptable alternative; the apparent low vendor may be required to submit product samples to the Bureau of Materials for testing at no cost to the State within five business days of request. Deliveries must occur within 24 hours of order receipt during regular work week hours (8:00 a.m. to 2:00 p.m.) to specified IDOT locations, with vendor notification required 24 hours prior to delivery. Freight is included in unit prices.
The contract term commences upon the last dated signature and ends June 30, 2027, with a maximum total contract duration not to exceed ten years including any renewals or extensions. Pricing is established as estimated through the BidBuy Purchase Order. The contract does not qualify for federal funding.
Vendors must maintain general commercial liability insurance of $1 million per occurrence with $2 million annual aggregate, auto liability insurance of $1 million per occurrence, and workers' compensation insurance as required by law. Compliance with Illinois prevailing wage requirements is mandatory where applicable; vendors may be subject to a minority contractor initiative fee of $15 deducted from the first check. Invoices must be submitted within fifteen days of delivery and are subject to the Illinois Prompt Payment Act. The State reserves the right to terminate for convenience with thirty days' notice or for cause.
All vendors must submit the vendor disclosure form (formerly Forms A) with their bid unless already registered in the Illinois Procurement Gateway with an approved, unexpired registration number. Failure to submit the required disclosure results in disqualification as non-responsive.
