About this opportunity
The Illinois Department of Transportation is requesting bids for replacement batteries serving continuous count traffic monitoring sites statewide under IFB 25-494DOT-FINAD-B-51913, with bids due July 7, 2026. This is a brand name only solicitation, restricting competition to specified manufacturers or authorized dealers.
The procurement specifies Relion Battery models: RB-52 LT (12V 52Ah), RB-100 LT (12V 100Ah), and RB-300 LT (12V 300Ah). All units feature LiFePO4 chemistry, low-temperature charging capability with automatic heating functionality, ABS and polycarbonate cases with UL-94-V0 flame retardant and IP67 waterproof ratings, M8 terminals, and international certifications including UN38.3, UKCA, CE, UL1642, and IEC62133. Batteries support charging across -4 to 113 degrees Fahrenheit. All three models carry ten-year warranties with free replacement years 1–3, 20% off retail pricing years 4–5, and 10% off years 6–10; free shipping applies to orders exceeding $10,000, and technical support is available 8 a.m. to 8 p.m. EST.
Bidders must be established manufacturers or authorized dealers and must guarantee ability to service products sold to the State. Bids must remain firm for 180 days from opening. Vendors must submit all required documentation including vendor disclosure forms or active Illinois Procurement Gateway registration, offer forms, and applicable Business Enterprise Program or Veterans Small Business Program utilization plans; failure to submit renders bids non-responsive. Illinois Business Preference and Domestic Product Preference claims require supporting documentation. A $15 administrative fee applies to any contract awarded at $1,000 or more, deducted from the first payment. The contract may be partially or fully funded with federal funds, with percentage and dollar amount disclosed upon award. No bid or performance bonds are required. Questions are due seven days before the bid opening date, with responses posted as bid amendments on BidBuy. All resulting contracts incorporate the State's Standard Terms and Conditions.
