About this opportunity
The Illinois Department of Corrections is requesting bids on a three-year contract for analog outdoor surveillance cameras, connectors, Siamese cable, power supplies, and Ganz DVRs under IFB B-52688, with bids due June 19, 2026.
All bids must be submitted electronically through BidBuy. A pre-submission conference is mandatory if indicated on the BidBuy posting; failure to attend, arrive on time, or sign the attendance sheet results in disqualification. Required submission documents include a Vendor Disclosure or Illinois Procurement Gateway (IPG) Active Registered Vendor Disclosure, an Offer to the State of Illinois, pricing information in the Quote Items Tab, and Business Enterprise Program or Veterans Small Business Program Utilization Plans where applicable. Vendors must maintain an active and unexpired IPG registration and possess a valid State of Illinois Vendor Registration Number.
The State will award the contract to the lowest priced responsive and responsible bidder. Evaluation criteria include bidder responsibility—financial resources, past performance, compliance with applicable laws, equal opportunity compliance, and ability to deliver within specified timeframes and prices. Questions may be submitted in writing no later than five days from bid opening; all posted answers are binding on the State.
Bids must remain firm for 90 days from opening. No bid bond or performance bond is required. A $15 administrative fee applies to any bidder awarded a contract valued at $1,000 or more, deducted from the first payment to the vendor.
The resulting contract may be partially or wholly funded with federal funds, with the percentage and dollar amount of federal funding disclosed upon notice of award. Awards are not final until all protests are resolved. For contracts exceeding $100,000 annual value, vendors must disclose lobbyists or agents representing them and all current and pending contracts, bids, and proposals with State of Illinois government units.
