About this opportunity

The Commonwealth of Virginia, Department of General Services, Division of Real Estate Services, is requesting proposals for a commercial office lease in Abingdon, Virginia for the Virginia Department of Health Office of Drinking Water, with proposals due September 16, 2026 at 4:30 PM Eastern Time.

The Commonwealth seeks approximately 3,900 usable square feet within a 5-mile radius of Abingdon, Virginia zip code. The premises must hold a Certificate of Occupancy and be ready for possession no later than October 1, 2027. The tenant requires 24 dedicated parking spaces included in the rental rate, janitorial services five days per week, telecommunications and internet access, and turnkey tenant improvements including construction documents, competitive bidding, and construction management.

The requested lease term is 120 months with two five-year renewal options at 95 percent of prevailing market rate, not to exceed 102 percent of base rent. Refurbishment allowances for new carpet, flooring, and paint are required with each option. The Commonwealth prefers a flat, full-service rental rate covering all operating expenses throughout the lease term and option periods and will not provide a security deposit; rent and additional charges are paid in arrears.

All leases must use the Commonwealth's standard Deed of Lease form and comply with prohibited lease terms in Exhibit A, including restrictions on sovereign immunity waivers, indemnification, binding arbitration, and security interests. The landlord must be registered in the Commonwealth's accounting system and complete a Substitute W-9 form to receive payment. The lease is subject to approval by the Governor and availability of appropriated funding by the General Assembly.

Evaluation criteria include lease costs, suitability of location and premises to operational needs, and quality factors such as proximity to public transit, LEED or Energy Star certification, and pedestrian and bicycle accessibility. Jones Lang LaSalle Americas, Inc., the Commonwealth's broker, will receive a 4 percent commission on gross revenue over the initial term, paid 50 percent at lease execution and 50 percent upon occupancy.

Proposals may be submitted via email, fax, USPS mail, courier, or hand delivery to David Richards at Price Richards Commercial or John Simmons at Jones Lang LaSalle Americas, Inc.
