About this opportunity

The City of Miami Beach is seeking to establish a prequalification pool of real estate appraisal service providers through Invitation to Bid (ITB) 2023-508-JP. The procurement aims to create a roster of qualified firms capable of conducting property valuations for residential, commercial, industrial, and vacant land properties on an as-needed basis. Interested firms must be licensed as State of Florida Certified General Appraisers and demonstrate proven experience completing at least three commercial real estate appraisal projects within the past five years. All appraisals must strictly adhere to the Uniform Standards of Professional Appraisal Practice (USPAP). The solicitation's due date is October 17, 2028, with the prequalification status remaining valid for five years. When specific projects arise, the Facilities and Fleet Management Department will prepare a scope of work and invite prequalified firms to submit quotes. The selection process will evaluate bidders based on ability, capacity, skill, performance history, and compliance with legal requirements, with consideration extending beyond just price.

The City has a voluntary focus on supporting diverse businesses, including tracking Small and Disadvantaged Business and LGBT Business Enterprise certifications, though these will not directly impact award decisions. While inclusion in the contractor pool does not guarantee work, the City reserves the right to limit the number of prequalified firms. Bidders must comply with various ethical requirements, including lobbyist registration, campaign contribution restrictions, and adherence to a Code of Business Ethics. The procurement does not specify a precise budget range or award value, instead structuring the opportunity as an ongoing, as-needed service contract. Potential respondents should be prepared to demonstrate comprehensive professional capabilities, technical expertise in real estate valuation, and a robust understanding of appraisal standards and local regulatory requirements. The solicitation emphasizes a competitive, merit-based selection process that prioritizes qualified, ethically compliant professional service providers.
