About this file
This is an Invitation to Bid (ITB) 2023-508-JP issued by the City of Miami Beach, Florida, seeking to establish a prequalification pool of real estate appraisal service providers. The City aims to create a list of qualified firms who can conduct various real estate appraisal services on an as-needed basis, including property valuations for residential, commercial, industrial, and vacant land properties. The prequalification process requires interested firms to submit a comprehensive application demonstrating licensing as a State of Florida Certified General Appraiser and proving past experience completing at least three commercial real estate appraisal projects within the last five years. All appraisals must comply with the Uniform Standards of Professional Appraisal Practice (USPAP), and the prequalified status will remain valid for five years.
The solicitation emphasizes that inclusion in the contractor pool does not guarantee work, and the City reserves the right to limit the number of prequalified firms. When projects arise, the Facilities and Fleet Management Department will prepare a scope of work and invite prequalified firms to submit quotes. The selection process will consider factors beyond price, including the bidder's ability, capacity, skill, performance history, and compliance with laws and ordinances. The City has additional focus on supporting diverse businesses, voluntarily tracking Small and Disadvantaged Business, and LGBT Business Enterprise certifications, though these will not factor into the award decision. Bidders must also comply with various ethical requirements, including lobbyist registration, campaign contribution restrictions, and a Code of Business Ethics.

SECTION 0100: GENERAL INFORMATION & SCOPE OF WORK
1. PURPOSE. The City of Miami Beach (the “City”) is seeking applications from firms who wish to participate in a prequalification pool that will be used to solicit various real estate appraisal services on an “as needed” basis as specified herein. Interested firms may submit an application indicating its intent to become prequalified. All firms which meet or exceed the criteria established in this solicitation shall be placed on a prequalification list that may be accessed by the Facilities and Fleet Management Department to obtain price proposals for real estate appraisal services.
The City utilizes Bidnet Direct (Government Bids Opportunities and RFP | BidNet Direct) for automatic notification of competitive solicitation opportunities and document fulfillment, including the issuance of any addendum to this ITB. Any prospective Bidder who has received this ITB by any means other than through Bidnet Direct must register immediately with Bidnet Direct to ensure it receives any addendum issued to this ITB. Failure to receive an addendum may result in disqualification of the proposal submitted.
To be considered for the pool of prequalified firms, interested parties must submit a complete Bidder Prequalification Application (Appendix A).
2. BACKGROUND
The City of Miami Beach, Florida, from time to time requires the services of qualified firms to conduct appraisals on various real estate properties, including (but not limited to): pre-lease assessment of facilities; appraisals of either vacant or improved land across the City; market rent analysis; property valuations, and other related real estate inquiries.
Through this ITB, the City seeks applications from interested firms and to establish a list of pre-qualified appraisers. It is the Administration’s goal to pre-qualify more than one firm that can submit proposals for appraisal engagements on an as needed basis in accordance with the stipulations included herein. The pre-qualified firms may submit proposals for future appraisal projects in accordance with the roadmap for engagements established herein.
All appraisals shall be completed in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP).
2.1 SCOPE OF WORK
During the term of the resulting agreement, the scope of work assigned pursuant to this prequalification may include, without limitation, the following services:
1. Property Valuation: The main task of a property appraiser is to assess the value of real estate, which includes residential, commercial, industrial, and vacant land properties. They use their expertise and knowledge of the local real estate market to determine the property's fair market value.
2. Market Research: Appraisers conduct extensive research on various factors that can influence property value. This involves analyzing recent sales data of comparable properties in the area, current market conditions, economic trends, and demographic information.
https://www.bidnetdirect.com/
3. Property Inspection: Appraisers visit the property in person to inspect its condition, features, and overall appeal. They take note of factors such as the property's size, layout, age, construction quality, and any improvements or renovations that may affect its value.
4. Data Analysis: After gathering relevant information and completing the property inspection, the appraiser analyzes the data to calculate the property's value. They use various valuation methods, such as the sales comparison approach, income approach, and cost approach, depending on the property type and its intended use.
5. Prepare Appraisal Reports: The appraiser compiles their findings and prepares a detailed appraisal report. This report includes information about the property, the analysis methods used, the reasoning behind the final value determination, and any supporting documents or photographs.
6. Professional Standards: Property appraisers must adhere to strict professional standards and ethical guidelines set by their respective governing bodies. In the United States, for example, appraisers must comply with the Uniform Standards of Professional Appraisal Practice (USPAP).
7. Communication: Appraisers often need to communicate their findings and defend their valuation to clients, lenders, real estate agents, lawyers, or other parties involved in the property transaction or legal matter.
8. Legal Proceedings: In some cases, property appraisers may be required to provide expert testimony in legal disputes related to property values, such as divorce cases, tax appeals, or eminent domain proceedings.
9. Proficiency: The appraiser must demonstrate a thorough understanding of real estate valuation principles, methodologies, and applicable appraisal standards.
10. Other Services. The City may require the selected firm(s) to provide other real estate consulting services, excluding listing services.
3.OVERVIEW OF PREQUALIFICATION PROCESS. The figure below is a general overview of the process that the City will utilize to award work pursuant to the prequalification process.
4. APPROVAL OF PREQUALIFIED STATUS. Following the review and evaluation of applications by staff, the responsive, responsible bidder(s) meeting all terms and conditions of the ITB will be recommended for award, as deemed in the best interest of the City, to the City Manager for her consideration. It is important to note that an application deemed to not meet the qualifications for prequalification does not eliminate the bidder from resubmitting a subsequent application during the contract term. Once the bidder has corrected the deficiency, a new application may be submitted for the City’s consideration.
After considering the staff recommendation for award, the City Manager shall exercise her due diligence and recommend to the Mayor and City Commission the bid(s) that the City Manager deems to be in the best interest of the City. The City Commission shall consider the City Manager’s recommendation(s) and may approve or reject the City Manager’s recommendation(s). The City Commission may also reject all bids received. In addition to the criteria established in the application, pursuant to Section 2-369 of the City Code, the City may consider the following:
• The ability, capacity and skill of the bidder to perform the Contract.
• Whether the bidder can perform the Contract within the time specified, without delay or interference.
• The character, integrity, reputation, judgment, experience and efficiency of the bidder.
• The quality of performance of previous contracts.
• The previous and existing compliance by the bidder with laws and ordinances relating to the Contract.
PREQUALIFIED STATUS IS VALID FOR FIVE (5) YEARS FROM DATE OF THE NOTICE OF
PREQUALIFICATION ISSUED BY THE CITY, OR AS OTHERWISE APPROVED BY THE CITY
MANAGER. NOTWITHSTANDING THE CITY MAY VERIFY COMPLIANCE WITH THE
REQUIREMENTS ESTABLISHED HEREIN AT ANY TIME.
5. ADDITIONAL PREQUALIFIED FIRMS TO BE ADDED TO POOL. After the initial pool of firms is established, the City reserves the right to continue to receive prequalification applications and prequalify additional consultants. The City may also limit the number of firms prequalified and, in doing so, shall select the firm(s) it deems, in its sole discretion, through its City Manager, to be best qualified.
6. PROCESS OF AWARDING SERVICE ORDERS. Inclusion in the contractor pool is a prerequisite for having an opportunity to submit proposals and obtain work through this Pool. However, there is no guarantee that any or all prequalified firms will obtain work through this pool. When a project arises, the department will prepare a scope of work and invite all prequalified firms in good standing to provide a quote in response to the request.
Following the review of bids and application of vendor preferences, the lowest responsive, responsible bidder(s) meeting all terms, conditions, and specifications of the ITB will be recommended for award by bid item, bid group, or for the entirety of all bid items, as deemed in the best interest of the City, to the City Manager for his consideration. After considering the staff recommendation for award, the City Manager shall exercise his due diligence and recommend to the Mayor and City Commission the bid that the City Manager deems to be in the best interest of the City. The City Commission shall consider the City Manager's recommendation(s) and, may approve or reject the City Manager's recommendation(s).
The City Commission may also reject all bids received. In determining the lowest and best Bidder, and in addition to price, Section 2-369 of the City Code provides that the City may consider the following:
• The ability, capacity and skill of the bidder to perform the contract.
• Whether the bidder can perform the contract within the time specified, without delay or interference.
• The character, integrity, reputation, judgment, experience and efficiency of the bidder.
• The quality of performance of previous contracts.
• The previous and existing compliance by the bidder with laws and ordinances relating to the contract.
7. REMOVAL FROM THE PREQUALIFIED POOL. At the City Manager’s discretion, Contractors may be removed from the pool for: lack of participation, which shall include failure over a reasonable time to propose on quote requests offered through the pool; poor performance on a previous or current awarded project; being in arrears in obligations to the City; delays in completion of work on a prior awarded project;
for any of the reason stated in Sub-section 2.2 and Section 2-369 of the City Code; or for any other reason deemed to be in the City’s best interest.

Further, bidder agrees that, upon approval of the bidder’s application by the City Manager or City Commission, a binding Agreement shall be established between the City and the approved contractor.
Pursuant to this section, bidder agrees that, if its application is accepted, the ITB (inclusive of all attachments, appendixes, exhibits and addenda) and the Proposal (Application) shall constitute a binding Agreement, and all work shall be performed in accordance with the Agreement.
