About this opportunity

Collier County's Board of County Commissioners Procurement Services Division has issued Invitation to Bid (ITB) No. 24-8300 for Reagent Water Purification System Rental Services, specifically targeting rental and maintenance services for water and wastewater laboratory equipment. The procurement seeks qualified vendors to provide comprehensive rental services for deionizer units, mixed bed tanks, carbon tanks, conductivity meters, and totalizing meters across multiple county facilities including South Wastewater Facility, North Collier Region Water Plant, South Collier Region Water Plant, Carica Pump Station, and Goodland Repump Station. Vendors may bid on either Category A (Wastewater) or Category B (Water) or both categories, with requirements including routine maintenance, preventative services, repairs, and replacements. The pre-bid meeting is scheduled for January 7, 2025, at 9:00 AM EST, with bid submissions due on January 23, 2025, at 3:00 PM EST. The contract term is intended to be three years with two potential one-year renewal options, and the county reserves the right to award to the lowest responsive and responsible vendor, potentially selecting one or more suppliers or awarding on a line-item basis.

The solicitation does not explicitly outline specific set-aside designations for disadvantaged enterprises, but it does include provisions for local vendor preferences for Collier or Lee County businesses. Vendors must meet comprehensive requirements, including mandatory enrollment in the E-Verify program, providing proof of status from the Florida Department of State, and meeting specific insurance coverage mandates, including Workers' Compensation, Employer's Liability, Commercial General Liability, and Automobile Liability. Historically, county departments have spent approximately $55,000 annually on these services, but future spending is anticipated to increase due to aging equipment and county growth. The contract allows for a one-time $200 urgent service call fee and provides vendors the opportunity to request price modifications no less than 120 days prior to the end of the initial contract period. The total contract value and potential spending could exceed the historical $55,000, with the possibility of utilization by other county departments in accordance with the Board of County Commissioners Procurement Ordinance.
