The Texas Department of Agriculture is requesting bids for hoist and trolley replacement at the TDA Metrology Laboratory in Giddings, Texas under IFB 5510001112, with sealed bids due July 17, 2026 at 3:00 p.m. CT. A 26% Historically Underutilized Businesses (HUB) subcontracting goal applies; all bidders must complete and submit a mandatory HUB Subcontracting Plan regardless of subcontracting intent, and responses without this plan will be rejected per Texas Government Code 2161.252(b). Additionally, all respondents must certify compliance with Executive Order 14151 (federal DEI restrictions) and Texas Governor's Executive Order GA-55 and Commissioner directive prohibiting use of state funds with vendors that have established DEI policies; non-compliant responses will be withdrawn from consideration.
The scope is turnkey removal of two existing 700 series Shawbox hoists and installation of two new 800 series Shawbox hoists or equivalent units with trolleys suitable for mounted collectors on both sides. Each hoist must have minimum 3-ton capacity, dual-speed electric wire rope construction, 460-volt power, minimum 18-foot lift speed of 18 FPM, overload protection, and one-handed pushbutton controls. The contractor must furnish all materials, labor, installation equipment such as cranes or forklifts, delivery on F.O.B. destination basis, load testing certification using customer-supplied weights, and one-year minimum warranty covering parts and labor. Work shall occur during normal business hours unless otherwise agreed. Contract term extends from the effective date through August 31, 2027.
Award will be made on best value to the State of Texas, evaluated on qualifications, experience, cost, past performance, and delivery terms as applicable. Bidders must provide three references from entities receiving similar services within the past year. All costs—equipment, labor, installation, delivery, and warranty—must be included in the bid, with annual price adjustments governed by Consumer Price Index formulae. Mandatory compliance exhibits include Financial and Organizational Capacity (Exhibit F), Insurance Requirements (Exhibit L; minimum $1 million workers' compensation, $1 million commercial general liability per occurrence/$2 million aggregate, $1 million umbrella, $1 million professional liability, and $1 million cyber/privacy liability on occurrence basis with A.M. Best rating A or better), Data Security Requirements (Exhibit K; NIST SP 800-53 or TX-RAMP certification, AES 128-bit PII encryption, quarterly vulnerability scanning, breach notification within 24 hours), Key Contracting Persons Disclosure (Exhibit H), Debarment and Suspension Certification (Exhibit J), Lobbying Certification (Exhibit I), and Confidential Information designation (Exhibit N). Respondents must hold current Texas Identification Numbers, current business filings, and proof of tax compliance.
