About this opportunity

The Florida School for the Deaf and the Blind (FSDB) has issued a Notice of Intent to Award a contract for switchgear-transformers inspections under solicitation ITB-26-015, located in St. Johns County. The procurement covers three specific commodity categories: electrical equipment maintenance and service, electrical inspection service, and equipment inspection service. This is not a competitive solicitation, but rather a notice of intent to award based on receiving fewer than two responsive bids, which allows the agency to negotiate the best terms and conditions under Florida Statute 287.057(6). The solicitation period runs from October 27, 2025, at 3:00 PM through October 30, 2025, at 3:00 PM, with all inquiries to be directed to Elizabeth Nimitz via email at nimitze@fsdbk12.org. Potential respondents should note that any protests must be submitted in writing within 72 hours of the Notification of Intent to Award, with formal written protests required within ten days, potentially requiring a protest bond.

The notice does not specify specific set-aside designations, disadvantaged enterprise requirements, or incumbent vendor information. No detailed contract terms, renewal options, or specific budget ranges were provided in the documentation. The procurement appears to be open to vendors capable of performing electrical equipment inspections and maintenance services, with no explicit restrictions on organizational type. Respondents should be prepared to demonstrate technical capability in electrical equipment maintenance, inspection services, and related technical expertise. While specific award values are not disclosed, interested parties should be prepared to submit comprehensive proposals that detail their qualifications, technical approach, and potential pricing structure for the switchgear-transformers inspection services. The procurement is governed by Florida Statutes and administrative rules, with potential respondents expected to carefully review all legal and procedural requirements before submission.

NOTE: THIS IS NOT A COMPETITIVE SOLICITATION OR REQUEST FOR BIDS. IT IS A "NOTICE OF INTENT TO AWARD A COMPETITIVELY SOLICITED CONTRACT" WHICH IS POSTED PURSUANT TO §287.057(3), F.S. §120.57(3), F.S., AND RULE 60A-1.045, F.A.C. BE SURE TO READ THE ENTIRE ADVERTISEMENT BEFORE CONTACTING THE AGENCY WITH BID RELATED QUESTIONS.

Florida School for the Deaf and the Blind (FSDB) and the Selection Committee sincerely appreciates the time, care, and effort employed by all respondents to the subject solicitation in the production of their proposals. FSDB intends to pursue §287.057(6), F.S. that provides that if less than two responsive bids or proposals are received in response to a solicitation, the Agency may negotiate the best terms and conditions.

The protest procedure shall be governed by Florida Statutes §120.57(3) and may require the payment of a Protest Bond IAW §28-110-005, F.S. Any person who is adversely affected by the Florida School for the Deaf and the Blind's decision concerning a procurement solicitation or contract award and who wants to protest such decision shall file a protest in compliance with §120.57(3), FS.
