About this opportunity
The Illinois Secretary of State is issuing an Invitation for Bid (IFB) for the correction of water infiltration at windows on the historic 3rd floor library portion of the Howlett Building located at 501 South 2nd Street, Springfield, Illinois 62756. This is a re-bid construction project procured by the Illinois Secretary of State within Sangamon County jurisdiction. The scope of work encompasses installation of 11 new aluminum storm windows with tempered glass panes, cleaning of existing glass, repair of damaged or deteriorated plaster, removal and reinstallation of bird netting, and proper debris disposal. All deliverables must meet specifications detailed in technical drawings prepared by Evan Lloyd Associates, Inc., which include installation of 2-inch by 4.5-inch black anodized aluminum thermally-broken storefront frames with 12-inch air gaps and neoprene spacers, along with surface preparation including loose paint removal and application of zinc-rich primer and epoxy coatings. Qualified contractors must be pre-qualified by the Illinois Capital Development Board, possess documented five years' experience in large-scale storm window installation, demonstrate expertise in historical structures, and comply with the Illinois Works Jobs Program Act and Illinois Works Apprenticeship Initiative. A mandatory pre-bid conference is scheduled for April 27, 2026 at 10:00 AM, with attendance required or the bidder will be disqualified. Bids must be submitted electronically through BidBuy no later than May 8, 2026. The contract will be awarded to the responsive and responsible bidder submitting the lowest price determined to be fair and reasonable and within the State's budget. Work must be performed during normal business hours from 7:00 AM to 5:00 PM, Monday through Friday, with prevailing wage requirements applying to all construction activities.
The solicitation does not identify specific set-asides for disadvantaged enterprises, though vendors must comply with comprehensive certification and disclosure requirements outlined in both the IPG Active Registered Vendor Disclosure form and the Vendor Disclosure form (v. 24.1), including attestations regarding the Illinois Human Rights Act, environmental compliance, drug-free workplace standards, and absence of debarment or criminal convictions. For contracts exceeding $100,000 in annual value, vendors must provide detailed financial disclosures and identify any registered lobbyists representing the company. No incumbent vendors or existing contractors are referenced in the solicitation materials. The contract has an initial term of four years upon execution with a maximum total term not to exceed ten years including any potential renewals or extensions. Bidders must submit a bid bond equal to 10% at time of submission and a performance bond for the entire contract amount within ten days after contract execution. General Commercial Liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation insurance as required by law are mandated, with the State named as an additional insured. No specific budget range or award value is disclosed in the available solicitation materials.
