About this file
This is a technical drawing document prepared by Evan Lloyd Associates, Inc. for the Illinois Secretary of State's Howlett Building storm window project located at 501 South 2nd Street, Springfield, Illinois. The project involves the installation of 11 new aluminum storm windows with 14-inch tempered glass panes on the historic 3rd floor library portion of the building to address water infiltration issues at existing steel frame windows. The drawings were dated December 5, 2025, with an expiration date of November 30, 2026, and include detailed specifications for the storm window installation, including site plan, existing window elevations, storm window elevations, sill details, and sectional views. The new storm windows feature 2-inch by 4.5-inch black anodized aluminum thermally-broken storefront frames with 12-inch neoprene spacers installed at 3-foot 4-inch on-center spacing. Installation requires a 12-inch air gap at sides and top with neoprene spacers, and includes provisions for 38-inch by 8-inch stainless steel threaded rods with epoxy anchoring.
The project scope requires contractors to remove and reinstall existing bird netting and steel surface-mounted handrails as needed for construction access. All loose paint must be removed from existing steel window frames prior to installation, followed by application of zinc-rich primer, epoxy intermediate coat, and epoxy top coat with the color selected by the owner from the manufacturer's full range. The site includes existing 20-foot light poles (10 typical) and 30-foot flag poles (2 typical) that must remain in place. The brick and concrete courtyard must be protected during construction activities. The drawings specify that new aluminum storm window glazing installation be completed from the exterior and that new windows align with original mullions of existing windows.
