About this opportunity

Salt Lake City, Utah is soliciting unit-price bids for the Streets ADA Ramp Replacement 2027 project (Job No. RDW26076), with a pre-bid conference on November 10, 2026 and bids due November 18, 2026. Bidders must submit a Work Environment Certification Form answering "Yes" to all five items: drug and alcohol testing policies, veteran recruitment programs, job training programs, safety programs, and non-discrimination policies. Failure to certify any item renders the bid non-responsive. If multiple bidders certify qualified health insurance coverage and their bids fall within 10 percent of each other, those bidders are deemed more responsive. The project is not restricted to pre-qualified bidders.

The work covers furnishing and installing concrete flatwork replacement, curb and gutter, drive approaches, and tie-ins to other public-way structures, including asphaltic tie-ins, at locations throughout the city. Some locations may require mud jacking, grinding, or scarifying, and select locations may require tree and stump removal with the City Forester's approval. The project manual lists 20 line items, from one lump-sum mobilization item to 9,000 square feet of flatwork at 6 inches thick, and references the 2017 APWA Manual of Standard Specifications and Plans. The project is not CDBG-funded and requires no specific wage rates or payroll submittals.

Bid security equal to at least 5 percent of the total bid must accompany each bid. Liquidated damages are $500 per day for late substantial completion and $250 per day for late punch list completion. Substantial completion is due by midnight on November 19, 2027, with punch list completion within 15 days thereafter. Subcontracting is limited to 75 percent of total contract value without the owner's written approval.

Award follows Salt Lake City's Value-Based Procurement Program, which considers factors in the bidder's work environment under SLC Administrative Rules, Chapter 19, and goes to the most responsive and lowest qualified, responsible bidder. The city reserves the right to reject any or all bids. Bids are accepted electronically via Bonfire, by U.S. mail, or by hand delivery to the City Engineer's Office at 349 South 200 East, Suite 600, until 2:00 p.m. local time on November 18, 2026, with public opening via Microsoft Teams the same day. The notice designates the pre-bid conference as highly encouraged, while the project manual designates it mandatory. Contract documents are free on Bonfire, and bidders should register with Utah Public Procurement Place (UP3) for addenda notifications.
