About this opportunity
Salt Lake City Corporation's Department of Community & Neighborhoods Engineering Division is soliciting sealed unit-price bids for Public Way Concrete Replacement 2027 (RDW26075), with a pre-bid conference on November 10, 2026 and bids due November 18, 2026 at 2:00 p.m. Award goes to the most responsive, lowest qualified, responsible bidder under the City's Value-Based Procurement Program, which awards points for nondiscrimination policies, apprenticeship program sponsorship, drug testing programs, local small business status, and other work environment factors. No set-aside or local-vendor restriction is stated.
The scope covers concrete flatwork replacement, curb and gutter, drive approaches, and miscellaneous tie-ins in the public way, including asphaltic tie-ins, at locations throughout Salt Lake City. Some locations may be repaired by mud jacking, grinding, or scarifying, and some may require tree and stump removal at the direction of the Resident Project Representative with the City Forester's approval. Stated quantities include 33,100 square feet of flatwork, 500 linear feet of curb and gutter, 9,000 square feet of mud jacking, 400 square yards of asphalt tie-in, and 1,000 inch-feet of trip hazard removal. Substantial completion is required by midnight on November 19, 2027, followed by a 15-day punch list period.
The City Engineer's estimate is over $250,000 but not over $2 million. Bids are unit-price with a lump-sum mobilization fee. Bid security of at least 5% of the total bid is required, as an electronic or scanned bid bond for electronic submissions or as a hard-copy bid bond or cashier's check for mail or hand-delivered submissions. Liquidated damages are $500 per day for late completion and 50% of that amount for late punch list completion. Retainage of up to 5% may be withheld at the Owner's discretion and must be released within 45 days after final acceptance. Performance and payment bonds are due within 10 days of the Notice of Intent to Award. Bidders and subcontractors with subcontracts of $1 million or more must meet qualified health insurance and work environment certification requirements, including drug and alcohol testing, veteran recruitment, job training, safety, and nondiscrimination programs.
The project is not CDBG-funded and does not require prevailing wage payments or payroll submittals. Bidders are not required to be pre-qualified. A site visit is not mandatory, though bidders are encouraged to visit project locations and attend the pre-bid conference. Bids may be submitted through Bonfire, by U.S. mail, or by hand delivery to the City Engineer's Office, and the public opening will be held via Microsoft Teams on November 18, 2026. Contract documents are available free through the Utah Public Procurement Place (Bonfire), where bidders should register to receive addenda.
