About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Public Health, issued Request for Bid (RFB) 758 2200000405 for the procurement of Rapid HIV Antibody Tests and Control Test Kits. This solicitation seeks to establish a Master Agreement for CLIA-waived rapid HIV test kits and control packs suitable for use in clinical and non-clinical settings, including community-based organizations, field testing, outreach activities, STD clinics, mobile clinics, and college clinics. The procurement requires 100 packs of HIV Control Packs and 3,000 individual Rapid HIV Test Kits to be delivered to various locations throughout Kentucky, including local health departments and community-based organizations listed in Attachment D. Acceptable test kits are limited to pre-approved options specified in Attachment E, which includes products such as Chembio DPP HIV-1/2, Chembio SURE CHECK HIV 1/2 Assay, Clearview HIV 1/2 STAT-PAK, Determine HIV-1/2 Ag/Ab Combo Test, and INSTI HIV-1/HIV-2 Antibody Test, all demonstrating sensitivity rates of 99.7 to 99.9 percent and specificity rates of 99.7 to 100 percent. Vendors must submit bids electronically through the Kentucky eProcurement System by February 8, 2022, at 1:30 p.m. EST, with written questions due by January 31, 2022, at 10:00 a.m. ET. Award will be determined using a best value approach allocating 90 points to price and 10 points to delivery time in working days, with pricing quoted on an F.O.B. Destination Freight Prepaid and Allowed basis exclusive of federal excise taxes and Kentucky sales or use taxes, and all prices remaining firm for a minimum of sixty days after the bid due date.
Kentucky resident bidders are eligible for reciprocal preference points, and qualified bidders including Kentucky Correctional Industries and nonprofit organizations serving individuals with severe disabilities are eligible for additional preference points. No incumbent contractors or current vendors are identified in the solicitation documents. All vendors must complete the required Annual Affidavit for Bidders, Offerors, and Contractors affirming compliance with Kentucky campaign finance laws, tax obligations, sales tax registration, and other statutory requirements, and must also submit their responses through the Kentucky Vendor Self Service portal with all required supporting documentation. The contract will be awarded as a Master Agreement to a single vendor required to bid all line items, with an initial period of one year effective June 30, 2022, and four optional one-year renewal periods available subject to written approval and potential renegotiation of terms. Delivery failures will result in a one percent per day deduction from invoices for each day delivery is missed. While no specific budget range or award value is stated in the solicitation documents, the Commonwealth reserves the right to cancel the RFB if responses exceed available funding and may extend the Master Agreement to other state agencies with vendor consent.
