About this file

This is a Solicitation Modification document issued by the Commonwealth of Kentucky's Finance and Administration Cabinet for the procurement of rapid HIV antibody tests and control tests. The modification, issued on February 1, 2022, responds to vendor questions and adjusts quantities and units of measure for two line items. The solicitation closes on February 8, 2022, at 1:30 PM (EST). Two primary items are being procured: 100 packs of Human Immunodeficiency Virus (HIV) Control Packs and 3,000 individual Rapid HIV Test Kits. The tests must be Clinical Laboratory Improvement Amendments (CLIA)-waived rapid tests suitable for use in clinical and non-clinical settings, including community-based organizations, field testing, outreach activities, STD clinics, and mobile clinics. Shipping will be directed to various locations throughout Kentucky, including local health departments and community-based organizations. A list of suitable tests is provided in Attachment E, and vendors must specify which test they are offering with their bid response. Delivery is to be included in the bid offer.

Bidders must submit completed bid information and select between "best price" and "best delivery" options as outlined in Attachment A, which contains the terms and conditions governing the solicitation. Vendors are required to affirm that they have read and understood the solicitation documents and all attachments by signing the solicitation face. The Finance and Administration Cabinet reserves the right to deem vendors ineligible for further participation if they fail to comply with solicitation provisions and terms and conditions. Online bidding is permitted, and inquiries may be directed to Evelyn Osborne at 502-564-0552.

Rapid Tests and Controls are needed to provide a timely test for the Human Immunodeficiency Virus (HIV) in clinical and non-clinical test settings and tests MUST BE CLIA-waived rapid tests.

CLIA-waived rapid tests can be used in settings such as: community-based organizations, field testing, outreach activities, STD or other clinics, mobile clinics, non-traditional testing, or community/college clinics. The Clinical Laboratory Improvement Amendments (CLIA) sets criteria based on complexity levels of tests. Briefly, there are three levels of complexity: 1) Waived - simple, low-risk tests that can be performed with minimal training that do not require centrifugation of specimens for testing, 2) Moderate Complexity - simple tests that use plasma or serum specimens (must participate in an external proficiency testing program), 3) High Complexity - tests that require trained laboratory personnel, involve multiple-step protocols, frequent quality control, and participation in an external proficiency testing program. For more information about CLIA regulations go to Link to CLIA Regulations. Sensitivity is a measure of the test's ability to correctly identify persons with a disease. Specificity is the test's ability to correctly identify persons without the disease.
