About this opportunity
The Florida Department of Transportation (FDOT), specifically District 2's Traffic Operations and Intelligent Transportation Systems division, is conducting a single-source procurement (PUR7776) for an advanced rail detection system utilizing acoustic sensor technology. The procurement seeks 250 TRAINFO Sensors with accessories, 250 solar kits, 500 one-year extended warranty terms, 9,000 monthly cellular data terms, 500 hours of engineering and integration services, 500 hours of system support, and 36 monthly software license terms. The primary objective is to develop a scalable system that can detect train presence, direction, speed, and related attributes at at-grade rail crossings on arterials, with the intent of providing real-time and historical train presence data to first responders and road users through the FL511 app. FDOT justifies the single-source approach by highlighting the narrow market for rail detection systems using TERL-approved detection devices and acoustic sensor technology that eliminates false positives and false negatives inherent in camera-based systems. Prospective vendors must submit information regarding their ability to supply the described commodities and services by 5:00 p.m. EST on Tuesday, December 23, 2025, to Jake Boozer via email at jake.boozer@dot.state.fl.us or by mail to 1109 S Marion Ave.
The procurement appears to be unrestricted in terms of vendor set-asides or disadvantaged enterprise requirements. TRAINFO Corporation is identified as the known vendor and has been actively involved in developing the solution, with District Two confirming no other systems with comparable accuracy have been introduced. The commodity classification includes Traffic Control (46161500) and Temporary Engineering Services (80111614). The estimated contract value is $4,360,000.00, which covers the comprehensive sensor deployment, support services, and technological infrastructure. Following vendor review, if FDOT determines the commodities and services are available only from a single source, the Department will post notice of its intended decision to enter into the single-source purchase contract on the Vendor Bid System. The procurement will remain posted for a minimum of seven business days in accordance with Florida Statutes section 287.057(3)(c), providing potential vendors an opportunity to demonstrate their capabilities or challenge the single-source determination.
