About this opportunity

The Oregon Military Department, acting for the State of Oregon, is soliciting quotes under RFQ 250020C001 for the Salem Army Aviation Support Facility #1 Radio Communications Upgrade Project, with a mandatory pre-bid conference on November 12, 2026 at 9:00 a.m. PT and quotes due November 24, 2026 at 10:00 a.m. Attendance at the pre-bid conference at the project site is required for bid consideration.

Bidders must be registered with the Oregon Construction Contractors Board and maintain a public works bond as required by ORS 279C.836. Bids exceeding $50,000 trigger Oregon Bureau of Labor and Industries prevailing wage rates.

The scope covers upgrading and relocating existing FM radio antennas and cabling at the Salem Flight Operations Building, including new antenna mounting systems, antennae, and cabling on the West eave of the Diebert Flight Operations Center. The new antennas connect to AN/PRC-167(V)1 multichannel radios. The awardee supervises fabrication and installation of the mounting system, provides wiring pathways and cabling, and complies with Federal, State, County, and City codes. The structural package specifies three antenna mounts designed to AISC 360, with special inspections by an ASTM E329 agency and welding inspectors qualified per AWS D1.1. Technical specifications and engineered design drawings are incorporated by reference into the contract documents.

The contract is a lump-sum base bid plus a $5,000 owner-directed contingency allowance. Work is performed at 1921 Turner Road, Salem, Oregon 97301. The project start date is 10 calendar days from Notice to Proceed, with substantial completion at 90 calendar days and final completion at 120 calendar days. All questions, brand-approval requests, clarifications, and protests must be submitted in writing to Sam Goff, CPPB, Oregon Military Department, by November 17, 2026 at 10:00 a.m.
