About this opportunity

The State of Texas is requesting offers for radar vehicle detection systems and accessories (RFO 601330000047189), with responses due August 24, 2026.

The procurement covers two product categories: Video and Infrared Vehicle Detection Systems (VIVDS) and Radar Vehicle Detection Systems (RVDS). The VIVDS line includes processor systems, camera assemblies with fixed lenses, control software, and cabling. The RVDS line covers presence-detection-only and advanced-detection-only radar units, plus video and radar communication cable. The bid table specifies quantities across seven line items: 6 VIVDS processor units, 23 camera assemblies, 1 control software license, 3,920 cabling units for VIVDS, 16 RVDS presence-detection units, 6 RVDS advanced-detection units, and 8,500 video-and-radar communication cable units.

Technical specifications define two platform families. The Vantage Next video detection system operates on 12 or 24 VDC at 5W typical power consumption, supports MPEG-4 and H.264 compressed video output at resolutions up to 1024×768 pixels, frame rates selectable from 5 to 30 fps, up to 128 total outputs and 64 total inputs via extension modules, and Ethernet and DCAM interface communications. The VantageRadius radar platform uses 24 GHz K-band radar capable of tracking up to 64 objects with detection ranges to 600 feet (VantageRadius+) or 325 feet (standard), measures vehicle speed to 150 mph with 1 mph accuracy, integrates a 1.3MP CMOS camera at 70-degree viewing angle, and operates in environmental conditions from minus 35 degrees to plus 165 degrees Fahrenheit in IP67-rated enclosures. Both systems are NEMA TS-2 compliant, FCC Part 15 Class A certified, support CAT5e/CAT6e connectivity, feature 32 detection zones, and include three-year limited warranties. Control units mount in 19-inch rack or NEMA shelf configurations and manage up to four sensors and processors.

Bidders must complete the pricing and lead-time submission form for all applicable line items, declaring either "Bid" or "No Bid" for each. An Exceptions Schedule allows vendors to formally identify any deviations from solicitation requirements. Supporting documents include a Texas Family Code Schedule and an Assumptions Schedule establishing baseline parameters for cost estimates and implementation scope.
