About this opportunity
Norfolk State University is soliciting bids for football game special effects services and production, audio, lighting, and LED wall services under R100695, with bids due August 21, 2026. A Virginia Disadvantaged Small Business (DSBSD) certification preference applies: micro businesses receive preference for bids up to $10,000 and small businesses for bids not exceeding $100,000, provided the agency determines the bid price is fair and reasonable; otherwise award goes to the lowest responsive and responsible bidder regardless of size.
The football game special effects scope covers five home games at William "Dick" Price Stadium (August 29, September 19, October 10, November 7, and November 21, 2026) and requires four CO2 cryo cannons, two CO2 siphon 20-pound tanks, associated regulators and hoses, qualified technical personnel for setup, operation, and teardown, and safe operation during pregame introductions.
The Spartan Blanc/Casino Night production scope runs August 28–29, 2026 at the Harrison B. Wilson Administration Building, 700 Park Avenue, Norfolk, Virginia. Services include a six-line array loudspeaker system with four double 18-inch subwoofers, stage monitors, digital mixing console, backline equipment (drum kit and bass), one 8-foot by 5-foot LED video wall, lighting package (four moving beam fixtures, eight wash lights, one hazer), five Shure SLXD wireless microphones or approved equivalent, two audio technicians, two lighting technicians, stagehand support, event production management, on-site technical supervision, equipment transportation, setup and strike, and venue restoration to pre-event condition. All systems must be fully installed and tested before guest arrival with backup equipment for critical components.
All bidders must register in the eVA portal and are subject to 1 percent vendor transaction fees, capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses per order. Required insurance includes workers' compensation, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit where applicable. Award is made on a Grand Total basis to the lowest responsive and responsible bidder.
