About this opportunity
Maryland's Division of Rehabilitation Services (DORS) is soliciting bids for vehicle equipment adaptation services for a single client under IFB R00B7600029, with proposals due August 21, 2026. All bidders must hold NMEDA QAP/MQAP certification to be eligible for contract award — the primary capability filter.
The scope requires furnishing and installing comprehensive adaptive equipment for a consumer with TARS syndrome who uses a powered wheelchair and requires modifications to a 2026 Toyota Sienna XLE minivan. Deliverables include a Braun XI power in-floor conversion, primary and secondary driving controls (electronic gas/brake, joystick steering, quad key adapter, AVPS battery monitoring), wheelchair restraint and securement with 6-way power transfer seat, wheelchair stowage with powered docking station, vehicle transportation, consumer transportation for fittings, and miscellaneous modifications including smart-view mirrors and anti-slip flooring. One year of maintenance is included. All modifications must comply with NMEDA standards and Federal Motor Vehicle Safety Standards, with full manufacturer warranties of one-year minimum from project completion.
Bidders must submit itemized labor and equipment costs for each line item using the provided Excel workbook, clearly identifying combined pricing and no-charge items. Pricing must be fully loaded to include all labor, overhead, and administrative costs, with no additional amounts beyond the submitted price form. Bid prices are guaranteed firm for 120 days following the due date, with project authorization possible within 90 days. Invoicing occurs through the DORS Invoice and Report Portal, with partial invoices permitted after equipment purchases exceeding $5,000 upon submission of paid manufacturer receipts.
Bidders must submit one or more comparable references from customers within the timeframe specified in the solicitation and provide company information, FEIN, eMMA number, and service delivery location. Contractors must display company ID badges at all times on State premises. The contract requires execution of conflict-of-interest and non-disclosure affidavits and compliance with federal funds requirements including Certification Against Lobbying if applicable, civil rights statutes, and Section 889 of the National Defense Authorization Act prohibiting specified Chinese telecommunications equipment manufacturers.
