About this opportunity

Dutchess County Department of Public Works is requesting sealed bids for micro milling and resurfacing of a pickleball court at Quiet Cove in Poughkeepsie, New York under RFB-DCB-13-26, with bids due September 3, 2026 at 11:00 a.m. This is a public works project subject to New York State prevailing wage requirements — all contractors and subcontractors must register with the New York State Department of Labor and submit certified payroll records electronically every thirty days.

The scope comprises three components: micro milling to remove and replace the top one inch of asphalt on a court measuring 134 by 74 feet (chain link fence fabric and possibly one post must be temporarily removed to allow equipment access and removed upon completion); installation of a new multi-layered synthetic surface meeting Federal specifications TT-P-1952 and Federal standard 595 with pickleball court line striping per American Sports Builders Association standards using Laykold Acrylic Paint; and site remediation including replacement of filter/barrier fabric, fence reinstallation, and parking area material restoration. A manufacturer's certification that materials comply with specified requirements is required.

Work must be completed within ten calendar days from issuance of the assignment letter, with a target completion date of December 1, 2026. Contractor is responsible for traffic control, barricades, and temporary signage and must coordinate with the Department of Public Works Parks Division to minimize disruption.

Bidders must submit bid security equal to 10 percent of the total bid amount as a certified check, official bank check, or bid bond. The successful bidder must provide Performance and Payment/Labor & Material bonds in the amount of 100 percent of the contract value and maintain comprehensive insurance including Workers' Compensation, Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), and Excess/Umbrella Liability ($5,000,000 per occurrence and aggregate). The County must be named as certificate holder and additional insured. All contractors and subcontractors must complete OSHA-approved ten-hour construction safety and health training prior to commencing work. A $5,000 owner's allowance is included in the base bid. Award will be made to the lowest responsible bidder within forty-five days of bid opening.
