About this opportunity

The Cobb County-Marietta Water Authority is issuing an invitation for sealed bids for the Quarles 6MG Clearwell No. 1 Tank Concrete Repairs and Coating Project, a construction services procurement for water infrastructure maintenance and restoration. The project encompasses comprehensive repairs and protective coatings for a prestressed concrete ground storage tank located at the James E. Quarles Water Treatment Plant in Marietta, Georgia, with deliverables including mobilization, tank access, removal of existing coatings, shotcrete spall repairs (50 square feet), concrete spall repairs (125 square feet), shotcrete surface repairs (600 square feet), concrete surface repairs (400 square feet), Type I crack repairs (600 linear feet), Type II crack repairs (800 linear feet), exterior painting application, coating application to yard piping and valves, replacement of drainage stone around the tank perimeter, work area cleaning, and full landscape restoration. Bidders must hold a valid Georgia General Contractor license at the time of bid submission and must submit pre-qualification applications by 4:00 p.m. on February 2, 2026, with notification of pre-qualification status by February 6, 2026; sealed bids are due by 2:00 p.m. on February 26, 2026, at the Cobb County-Marietta Water Authority offices at 1170 Atlanta Industrial Drive, Marietta, Georgia. A non-mandatory pre-bid conference is scheduled for January 27, 2026, at 10:00 a.m. at the project site, with additional site visits available on January 30 and February 6, 2026, from 9:00 a.m. to noon. Questions must be submitted by email to the Engineer's Project Manager, David Haas, at DHaas@hazenandsawyer.com by 5:00 p.m. on February 13, 2026, with responses provided in addenda. The successful contractor must substantially complete work within 180 calendar days and achieve final completion within 210 calendar days from contract commencement, and all bids must include a bid bond equivalent to five percent of total contract value, a notarized Non-Collusion Affidavit, Contractor's License Certification, and Security and Immigration Compliance Act Certification.

The procurement documents do not indicate any set-aside designations for disadvantaged enterprises or restrictions limiting participation to specific types of organizations; however, bidders must submit bids under their legal business name as certified by the Georgia Secretary of State and must acknowledge receipt of all addenda as a condition of bid acceptance. Two contractors have been identified as pre-qualified: DN Tanks of Georgia, LLC and Utility Service Company, Inc., indicating that pre-qualification is a required step in the bidding process. The coating and surface preparation systems must be furnished by Tnemec Company Inc. with no substitutes permitted unless approved as equal by the engineer during the bid phase, creating a material specification requirement that constrains product selection. Bidders must submit a lump sum bid for primary work (Item 1) along with unit prices for supplemental work items (Items 3.1 through 3.6), and an allowance of $75,000 is designated for owner-directed work (Item 2) to be charged on a time and materials basis. The project engineer is Hazen and Sawyer, and all contract documents are available from the Engineer's Project Manager; the specific contract award value is not disclosed in the procurement documents, but the $75,000 owner-directed work allowance provides a partial indication of project scope and budget.
