The contractor must provide on-site supervision, dust and safety barriers, manage specialty subcontractors under an open-book policy, and maintain strict site safety and cleanup. A minimum of two competitive quotes from sub-tier vendors is required for specialized trade work.
Construction is scheduled to begin on or about August 3, 2026 and must be completed by December 14, 2026. The county anticipates award and contract execution between June 17 and July 21, 2026. Evaluation criteria are weighted: Qualifications and Key Personnel (35%), Similar Project Experience (25%), Cost Control and Estimating Approach (20%), and Financial or Rate Competitiveness (20%). Proposals must include detailed hourly labor rates for project managers, superintendents, journeymen carpenters, apprentice carpenters, and laborers; contractor overhead and profit percentages; subcontractor markup limits; and a completed pricing exercise for a sample task order with line-item detail. Overhead and profit markups on field change orders are capped at the percentage submitted in the original proposal. Questions are due June 10, 2026 at 12:00 p.m. CST, with responses provided by addendum June 12. Proposals are valid for 120 days. Bidders must submit key personnel resumes, confirmation of schedule availability, two verified references with recent interior renovation experience, a completed W-9 form, and certifications of prevailing wage compliance and SAM.gov registration.
