About this opportunity

The Maryland Department of Transportation State Highway Administration (MDOT SHA) Centreville Shop is requesting quotes for towing services for SHA fleet vehicles, trucks, and equipment in Queen Anne's County under readvertised IFB QATOW30R, with bids due July 22, 2026 at 12:00 PM and questions due July 21, 2026 at 2:00 PM. This is a readvertisement without small business restriction following only one bid received in the initial small business set-aside round; MDOT SHA may proceed with a single bid if necessary.

The scope comprises five towing service categories priced hourly: light-duty (GVWR 14,000 pounds or less), medium-duty (GVWR 14,001–26,000 pounds), heavy-duty (GVWR over 26,000 pounds), equipment (telehandlers, mowers, and similar), and rotator services on a flat-fee basis. Normal-hours pricing applies 6:30 AM to 3:00 PM Monday through Friday; separate after-hours rates apply outside those windows, weekends, state-observed holidays, and declared severe weather emergencies (winter snow or hurricanes declared by the governor). Bidders may bill travel time up to one hour each direction from their yard to the job site. All pricing must be all-inclusive on the provided price form.

The contract term is three years. No pre-bid conference or site visits are scheduled. Bidders must demonstrate three years of prior towing experience, carry minimum commercial general liability and workers' compensation insurance of $1,000,000 each, and perform a minimum of two of the five service categories in-house; limited subcontracting with SHA preapproval is permitted. No MBE, DBE, or VSBE subcontracting goals apply. Payment is by electronic funds transfer, check by mail with net 15 terms, or free ACH direct deposit; card payment is available for invoices under $5,000 if no processing fees are charged. Public bid opening occurs July 22, 2026 at 12:00 PM via Microsoft Teams. Award will be made to the responsible bidder offering the lowest responsive price. The contract contains no federal funding.

Per protocol, we're readvertising without the small business restriction to see if any size business can perform this towing. Please note, there is limited subcontracting. You have to do some of the towing in-house. If we only receive one bid this time, we can advance with a single bid.
