The solicitation requests five categories of towing services: light-duty (vehicles with GVWR of 14,000 pounds or less), medium-duty (GVWR between 14,001-26,000 pounds), heavy-duty (GVWR over 26,000 pounds), equipment (such as telehandlers and mowers), and rotator services on a flat-fee basis. Bidders must submit questions by July 21, 2026 at 2:00 PM, with bids due July 22, 2026 at 12:00 PM. Public bid opening will occur on July 22, 2026 at 12:00 PM via Microsoft Teams. The contract term is three years with no pre-bid conference scheduled or site visits required. This is a readvertised solicitation, initially offered as small business only but now open to businesses of any size due to limited initial response.
Pricing is structured on hourly rates for normal hours (6:30 AM to 3:00 PM, Monday through Friday) and after-hours rates (outside normal hours, weekends, state-observed holidays, and declared severe weather emergencies). Vendors may bill travel time up to one hour each direction from their yard to the job site. There are no MBE/DBE or VSBE subcontracting goals. Bidders must provide three years of prior experience, current insurance documentation (minimum $1,000,000 commercial general liability and $1,000,000 workers' compensation), and may subcontract limited services with SHA preapproval but must provide a minimum of two of the five services in-house. Payment will be made by electronic funds transfer, check by mail with net 15 terms, or free ACH direct deposit; invoices under $5,000 may be paid by card if no processing fees are charged. The contract contains no federal funding and award will be made to the responsible bidder with the lowest responsive price.

2 Contractor Requirements: Scope of Work
2.1 Summary Statement
2.1.1 This Invitation for Bids (IFB) is issued to procure the goods or services, as specified in this Section 2, from a contract between the successful bidder(s) and the State of Maryland (“State”): Towing and recovery services for MDOT SHA Equipment and Vehicles.
It is the State’s intention to obtain goods and services, as specified in this IFB, from a contract between the selected
Bidder and the State.
2.1.2 This is a single award IFB. See IFB Section 4.21 Bid Evaluation Criteria and Award Basis for more
Contract award information.
A Contract award does not ensure a Contractor will receive all or any State business under the Contract.
2.2 Background and Purpose
The purpose of this solicitation is to provide the SHA with towing and recovery services in Queen Annes County
2.3 Contractor Responsibilities and Tasks
Towing and Recovery Services:
Light-duty hourly rate. Light-duty is defined as vehicles or equipment that have a GVWR of 14,000 pounds or less, including Ford Transit, GMC Canyon, Ford F250-350, Ram 2500 etc.
Medium-duty hourly rate. Medium-duty is defined as vehicles or equipment that have a GVWR between 14,001–
26,000 pounds, including Ram 5500, Ford F450–F550 etc.
Heavy-duty hourly rate. Heavy-duty is defined as vehicles or equipment that have a GVWR over 26,000 pounds including single axle, tri axle, and quad axle dump trucks, stake body trucks, etc.
Equipment hourly rate. Equipment examples include Telehandler forklift, tractor mower such as New Holland
T4.75, Case Road Grader etc.
Rotator Flat Fee: In rare cases, a rotator maybe required. We used it once in the past 3-year period. There will be a flat fee to use a rotator on top of to the hourly rate.
NOTE: Vehicles may have attachments such as front and/or side plows and could be fully loaded at the time of tow or recovery. Equipment may have attachments such as side flail mower, rear flail mower, tow flail mower etc.
The billable rate is the total weight of the vehicle with any attachments or salt, not the empty weight.
Billable time is broken into two categories: “normal hours” and “after hours”. Vendor may charge travel time, billing for the total time from when they leave their yard to the time they return, so long as travel time does not exceed
1 hour to or from pickup/drop off. Travel time from your home to your yard is not billable. If your tow equipment is at your home, vendor can start billing when they leave their home in the tow equipment used on that job.

4.12.1 A Bidder, either directly or through its subcontractor(s), must be able to provide all goods and services and meet all of the requirements requested in this solicitation and the successful Bidder (the Contractor) shall remain responsible for Contract performance regardless of subcontractor participation in the work.
4.12.2 If the Bidder is the subsidiary of another entity, all information submitted by the Bidder, including but not limited to references, financial reports, or experience and documentation (e.g., insurance policies, bonds, letters of credit) used to meet minimum qualifications, if any, shall pertain exclusively to the Bidder, unless the parent organization will guarantee the performance of the subsidiary. If applicable, the
Bidder’s Bid shall contain an explicit statement, signed by an authorized representative of the parent organization, stating that the parent organization will guarantee the performance of the subsidiary.
4.12.3 A parental guarantee of the performance of the Bidder under this section will not automatically result in crediting the Bidder with the experience or qualifications of the parent under any evaluation criteria pertaining to the actual Bidder’s experience and qualifications. Instead, the Bidder’s responsibility will be assessed to the extent to which the State determines that the experience and qualifications of the parent are applicable to and shared with the Bidder, any stated intent by the parent to be directly involved in the performance of the Contract, and the value of the parent’s participation as determined by the State.

State, including the payment of taxes and employee benefits, and shall not become so in arrears during the term of the
Contract if selected for Contract award.

A. The Maryland resident business is a responsible Bidder;
B. The lowest responsive Bid is from a responsible Bidder whose principal office, or principal base of operations, is in another state;
C. The other state gives a preference to its resident businesses through law, policy, or practice; and
D. The preference does not conflict with a federal law or grant affecting the procurement Contract.
The preference given shall be identical to the preference that the other state, through law, policy, or practice gives to its resident businesses.
