About this opportunity
The Maryland Department of Transportation State Highway Administration (MDOT SHA) Centreville Maintenance Facility is issuing a Small Business Reserve Invitation for Bids (IFB) for approximately 200 labor hours of front-loading milling machine services with operator in Queen Anne's County over a two-year contract period (June 1, 2026 through June 1, 2028). The contractor must provide a milling machine capable of milling existing pavement to a minimum depth of 2 inches with a 6.5-foot single-pass drum, including transportation via trailer, equipment offloading, fuel supply, and operator availability for communication with SHA contract managers. All operational costs—including fuel, oil, grease, maintenance, repairs, insurance, taxes, labor, and overhead—must be included in a firm fixed hourly rate with no mobilization, mileage, or additional fees permitted. The contractor must own the milling machine, employ company personnel without subcontracting, maintain workers' compensation insurance of at least $1,000,000 per occurrence, automobile insurance with state minimum limits, and commercial general liability of $1,000,000 per occurrence with $3,000,000 annual aggregate. Work will be conducted between 6:30 A.M. and 3:00 P.M., Monday through Friday, excluding state holidays, with contractors required to respond within five working days for routine work and seven days for initial project review; SHA guarantees a minimum of eight hours per call-out to cover mobilization costs. Questions are due May 11, 2026 at 1:00 P.M., with bids due May 12, 2026 at 1:00 P.M. via eMMA, and public bid opening scheduled for May 12, 2026 at 1:00 P.M. via Microsoft Teams. Site visits may be arranged upon request with Keith Rhodes at krhodes@mdot.maryland.gov or 410-758-0700. Award will be made to the responsible bidder submitting the lowest responsive bid price.
This procurement is designated as a Small Business Reserve (SBR) set-aside, restricting eligibility to certified small businesses registered with the Governor's Office of Small, Minority & Women Business Affairs (GOSBA); however, the SBR designation may be removed via amendment if small businesses do not express sufficient interest. No federal funding is associated with this contract, and no incumbent vendors or current contractors are identified in the solicitation materials. Bidders must complete and submit all required documentation including the Bid Proposal Affidavit, Conflict of Interest Affidavit, Reference Checks form demonstrating comparable prior milling machine work, and the completed Price Form with unit pricing for milling machine hours with operator. The precise contract value is not specified in the solicitation; however, the award amount will be determined by multiplying the hourly rate submitted by the lowest responsive bidder by the estimated 200 labor hours over the two-year contract period, with actual utilization potentially varying based on SHA's operational needs.
