About this opportunity
The Ohio Department of Natural Resources (ODNR) is seeking a qualified contractor to provide HVAC services for the East Fork State Park Law Enforcement Shop located in Bethel, Ohio. The procurement involves replacing two existing 23-year-old warehouse heaters with a new Lennox 100K Heater, which includes complete removal of old units and comprehensive installation work. Specific requirements include performing Lock Out Tag Out procedures for electrical and propane services, disconnecting existing infrastructure, removing old units, hanging the new heater, reconnecting propane, electrical, and thermostat systems, and capping unused connections. Bidders are mandatorily required to conduct a site visit before submitting a proposal, with appointments available Monday through Friday from 9:00am-4:00pm. The solicitation requires bidders to provide two examples of similar completed projects with photographs and references. The proposal is due by December 18, 2024, with a project completion deadline of March 31, 2025. Contract award will be determined by the lowest responsive and responsible bidder, evaluated using a low lot total calculation method that multiplies unit costs by estimated usage.
The procurement appears open to all qualified vendors, with potential preferences for minority-owned and disadvantaged business enterprises as indicated by references to MBE/EDGE participation goals in the standard terms and conditions. Bidders must complete registration through Ohio Buys and submit an Affirmation and Disclosure Form certifying that services will be performed within the United States. While no specific budget range is explicitly stated, the project involves replacing HVAC equipment in a law enforcement warehouse, suggesting a moderate-scale investment. Contractors must maintain a minimum of $1 million in liability insurance coverage and comply with Ohio procurement regulations, ethics laws, and nondiscrimination provisions. The contract is subject to the availability of appropriated funds from the Ohio General Assembly, and successful bidders will be required to participate in a pre-award meeting with ODNR staff to ensure mutual understanding of project specifications and requirements.
