About this opportunity

The Ohio Department of Natural Resources (ODNR) is seeking a qualified contractor to perform repairs to floor drains and traps in 10 restrooms at Stonelick State Park, located in Pleasant Plain, Warren County. The project stems from a 2024 floor refinishing that resulted in epoxy clogging drain systems, necessitating comprehensive repairs. Contractors must cut and demolish concrete in 2-foot by 2-foot squares, remove existing floor drains and traps, inspect pipe conditions, and replace components in accordance with proper plumbing practices and codes. The scope of work includes digging to the trap, verifying pipe structural integrity, replacing drain components, and restoring the floor to its previous height with appropriate drainage slope. Bidders are required to schedule a site visit with DeWayne Terwilleger (NRT Supervisor/Maintenance Manager) prior to submitting a proposal, with the opportunity posted on April 3, 2025, and bids due by April 21, 2025. Evaluation criteria include providing two examples of similar completed projects with photos and contact information, with the contract to be awarded to the lowest responsive and responsible bidder based on a low lot total calculation.

The procurement does not explicitly mention specific set-aside designations for disadvantaged businesses, though the Ohio Buys system documentation suggests potential opportunities for Minority Business Enterprises (MBE) and Economic Opportunity Designations (EOD). Bidders must complete an Affirmation and Disclosure Form confirming their service and data locations, with strict prohibitions against offshore services. The contract requires compliance with Ohio ethics laws, independent contractor status, and potential participation in Executive Diversity, Growth and Equity (EDGE) vendor programs. While a specific budget range is not detailed, the project will be completed during normal business hours (Monday-Friday, 8am-5pm) with a completion date of March 1, 2025. Contractors must obtain all necessary permits and inspections, and the ODNR reserves the right to inspect workmanship and approve or disapprove of contractor practices or materials. The work will be performed at Stonelick State Park, located at 2895 Lake Dr. in Pleasant Plain, Ohio.
