About this opportunity

The Ohio Department of Natural Resources (ODNR) is seeking a qualified contractor to replace the furnace at the John Bryan State Park office located in Yellow Springs, Ohio. The procurement is a Request for Quotation (RFQ) for a specific HVAC equipment replacement project involving a 60K BTU Gas Furnace with a 3.5 Ton Blower, 17-inch, 96% efficient energy star certified unit. The project requires complete removal of the existing 1997 furnace, installation of a new furnace with a 16x25x1 filter rack, conversion of equipment to liquid propane operation, and comprehensive testing of all system operations. Key deliverables include manufacturer's warranty, one-year labor warranty, and proper venting installation. The solicitation requires the lowest apparent bidder to provide two examples of similar completed projects with photographs and references, and mandates a pre-award meeting with DNR staff to ensure mutual understanding of materials and scope. Site visits are encouraged and can be scheduled Monday-Friday between 8am-4:30pm by calling 937-767-1274. The proposal is due by January 31, 2025, with work expected to begin immediately after bid award and be completed by December 30th, 2024.

The contract opportunity appears to have Minority Business Enterprise (MBE) and Encouraging Diversity, Growth and Equity (EDGE) participation requirements as outlined in Ohio Revised Code Section 125.081 and Executive Order 2008-13S. Potential bidders must be registered in the Ohio Buys procurement system and possess an OH|ID credential, with specific requirements for supplier registration including Tax ID Number, legal business name, and Secretary of State Charter/Entity Number. Contractors must also comply with Ohio's restrictions on offshore services, mandating that all services and data remain within the United States. The project will be funded through DNR account Origin-DNR-U71, with the total contract to be awarded to the lowest responsive and responsible bidder. While no specific budget range is provided, the solicitation indicates that the project involves replacing a furnace in a state park office, suggesting a mid-range procurement value typical of municipal infrastructure maintenance projects. Contractors must maintain a minimum of $1 million in commercial general liability insurance and comply with state ethics laws and workers' compensation requirements.
