About this opportunity
The Ohio Department of Natural Resources (ODNR) is seeking a qualified vendor to install a curb stop and curb box on a water line at John Bryan State Park in Yellow Springs, Greene County. The project aims to provide water access to the park's maintenance building during winter months by adding infrastructure to an existing water line that currently serves a hydrant. The scope of work includes excavating waterlines 4-8 feet from the meter pit, installing the curb stop and curb box, and backfilling and rough grading the area. Vendors must supply all necessary materials and complete the work between 8am-4pm Monday through Friday, with project completion required by June 30, 2025. The contract will be awarded to the lowest responsive and responsible bidder based on total lot price, with the lowest apparent bidder required to provide two examples of similar completed projects, including photos and references. Mandatory pre-bid site visits must be scheduled with Park Manager Daniel Kuebler, and the State's water department will be present during construction. Evaluation criteria include compliance with specifications, lowest total bid price, and successful demonstration of prior similar project experience.
There are no specific set-aside designations mentioned for minority, disadvantaged, or veteran-owned businesses, though the standard terms and conditions reference Encouraging Diversity, Growth and Equity (EDGE) and Minority Business Enterprise (MBE) participation guidelines. Bidders must complete an Affirmation and Disclosure Form verifying that all services will be performed within the United States and that no offshore data storage will be utilized. Contractors are required to maintain $1 million in general liability insurance and comply with Ohio ethics laws. While no specific budget range is provided, the project appears to be a relatively small infrastructure improvement with materials and labor costs likely falling in the low to moderate range for a municipal water line modification. Vendors must register in the Ohio Buys procurement system and be prepared to submit detailed documentation, including tax identification, business registration information, and proof of relevant service capabilities. The contract includes standard State of Ohio terms, with payment expected within 30 days of invoice receipt and performance subject to review by ODNR staff.
