About this opportunity

The Ohio Department of Natural Resources (ODNR), specifically the Parks and Watercraft division for Clermont County, is soliciting bids for a project to provide and install three outer entrance doors with locks at the Cowan Lake State Park Campground Shower House located in Wilmington, Ohio. The procurement opportunity, identified as State Local Contract Opportunity ID 68027a57bbf2ceaa9b03fd62, requires contractors to supply and install doors for the men's side, women's side, and laundry facility that can accommodate code locks and/or automatically lock at specified times. Bidders must conduct a mandatory site visit by appointment between Monday and Friday, 9:00am-4:00pm, with contact person Stephanie Oberlin, Assistant Parks & Watercraft Manager, who can be reached at 937-382-1096. The project has a completion/delivery deadline of June 30, 2025, with bid responses due by May 20, 2025. Evaluation criteria will focus on selecting the lowest responsive and responsible bidder, determined by calculating the low lot total through multiplying unit costs by estimated usage, with failure to bid on all items potentially resulting in a non-responsive bid status.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises, though the attached Ohio Buys documentation encourages engagement with Minority Business Enterprises (MBE) and Executive Diversity, Growth and Equity (EDGE) vendors. Contractors must comply with Ohio's standard terms and conditions, which include requirements for insurance coverage, antitrust regulations, and equal employment opportunity standards. While no specific budget range is provided in the documentation, bidders will need to submit comprehensive proposals that include detailed pricing for the door installation project. The procurement is managed through the Ohio Buys procurement system, which requires potential vendors to complete a registration process that includes providing tax identification, business information, and selecting relevant commodity categories. Successful bidders must also complete an Affirmation and Disclosure Form, which requires transparency about service locations and compliance with state regulations regarding offshore services.
