About this opportunity

The Ohio Department of Natural Resources (ODNR) is seeking a contractor to develop Well #3 at Hocking Hills State Park located in Logan, Ohio. The procurement involves a comprehensive water infrastructure project requiring the installation of a submersible well pump, associated piping, valves, and electrical connections to integrate the new well into the existing raw water system. Specific deliverables include installing a Goulds 65L10 stainless steel submersible pump rated at 65 GPM with a 450-foot total dynamic head, 10 HP motor, pitless adapter, check valves, 4" piping with Y adapter and gate valves, a concrete pad, and removable bollards. The project requires the contractor to provide all supplies, materials, and labor, with site cleanup and restoration responsibilities. Evaluation criteria include being the lowest responsive and responsible bidder, calculated through a low lot total method, and the lowest apparent bidder must provide two examples of similar completed projects with photographic evidence. The project is scheduled for completion by April 30, 2025, with work restricted to daylight hours, and interested bidders are encouraged to conduct a site visit at 19852 State Route 664 South, Logan, with site contact Eric Borchers available at 740-253-5865. The bid response is due by February 11, 2025, and a pre-award meeting with DNR staff is mandatory for the lowest bidder.

The procurement appears to have no specific set-aside designations, but the State of Ohio typically encourages Minority Business Enterprise (MBE) and Encouraging Diversity, Growth and Equity (EDGE) participation in state contracts. Bidders must register through the Ohio|Buys e-procurement system and complete an Affirmation and Disclosure Form, which requires detailed information about service locations and data storage. The project will integrate with existing infrastructure at Hocking Hills State Park, specifically connecting to the raw water feed line at Well #2. Contractors must comply with Ohio ethics laws, election laws, and workers' compensation requirements, and are prohibited from providing offshore services. While no specific budget range is explicitly stated, the project involves complex well drilling, pump installation, electrical work, and infrastructure connections, suggesting a substantial investment. The contract will be subject to available funding appropriations by the Ohio General Assembly, and successful bidders must maintain commercial general liability and business automobile liability insurance with minimum coverage of $1 million per occurrence.
