About this opportunity

The Ohio Department of Natural Resources (ODNR) is seeking a contractor to update the dredge board, PWM drives, and carriage sensors for "The Millie" dredge located at 2871 Liebs Island Road in Millersport, Fairfield County. The procurement involves comprehensive dredge system updates, including remote troubleshooting capabilities, parts acquisition, and programming services. Bidders must complete a mandatory site visit with Mike Snider prior to submitting a proposal, with contact information provided as 740-467-0342 or 1-740-624-6353. The project requires 3 on-site days and a total of 5 days including travel, with a strict completion deadline of June 30, 2025. Evaluation criteria include the lowest responsive and responsible bidder, determined by calculating the low lot total through multiplying unit costs by estimated usage. The lowest apparent bidder must also provide two examples of similar completed projects, including photographs and reference contact information. Bidders are required to submit comprehensive documentation and will be evaluated on their ability to meet the technical specifications and project requirements.

The contract opportunity encourages participation from minority and diverse business enterprises, specifically referencing Ohio's EDGE (Encouraging Diversity, Growth and Equity) and MBE (Minority Business Enterprise) vendor programs. Contractors must be headquartered in the United States and comply with Executive Orders prohibiting offshore services and data storage. All work must be performed domestically, with contractors required to maintain a minimum of $1 million in liability insurance, naming the State of Ohio as an additional insured. The documentation suggests no specific incumbent vendor and does not explicitly state a precise budget range, though bidders will be expected to provide comprehensive cost estimates covering parts, programming, travel expenses, and on-site service work. Interested vendors must be registered in the Ohio|Buys procurement system and complete all necessary registration requirements, including tax identification verification and commodity classification. The contract will be awarded through a competitive bidding process with strict compliance requirements outlined in the attached standard terms and conditions.
