About this opportunity

The Ohio Department of Natural Resources is requesting bids for asphalt replacement and pothole repairs at Dillon State Park in Nashport, Ohio, with bids due November 5, 2026. The procurement is structured as a fixed-budget engagement: the total project budget is $14,000, and bidders must specify the number of cubic feet of patching material that can be provided within this allocation.

The scope encompasses two locations. Location 1 (cabin area) requires full-depth asphalt repair over approximately 225 square feet, including saw-cut edges, removal of existing asphalt and unstable base materials, sub-base excavation and regrading, aggregate base compaction, hot mix asphalt installation in appropriate lifts, tack coat application, and final surface matching. Location 2 (Natural Resources Road 7) involves pothole repairs and full-depth repairs over approximately 1,600 square feet, with similar depth and compaction requirements. All work must comply with Ohio Department of Transportation and local asphalt pavement repair standards. The contractor bears responsibility for all labor, equipment, materials, traffic control, cleanup, and disposal, with work areas requiring clear barricading for visitor and staff safety throughout.

The contractor must maintain Commercial General Liability insurance with a minimum aggregate limit of $2,000,000 and Business Automobile Liability with a minimum limit of $1,000,000 (unless the ODNR division chief approves a lower limit based on work scope). If the work constitutes a public improvement, a performance bond equal to or exceeding total payments is required. Prevailing wage requirements under Ohio Revised Code Chapter 4115 apply; the contractor must post current wage rate classifications at the work site. The contractor must comply with Ohio ethics and election laws, drug-free workplace policies, workers' compensation coverage, and nondiscrimination in employment. Contract termination occurs at the end of the current biennium unless extended by mutual written consent and appropriate appropriation of funds. Payment is due thirty calendar days after the later of proper invoice receipt or acceptance of goods and services, and shall not exceed the contract sum.
