About this opportunity
The City of Philadelphia Water Department is soliciting sealed quotes for filter replacement at the Baxter Water Treatment Plant (Bid 2427) through a two-phase prequalification process, with prequalification questionnaires due October 6, 2026, and sealed quotes from approved bidders due October 27, 2026 at 10:30 a.m. The estimated project value exceeds $5 million. This is a prequalification-only solicitation; approved sellers will receive separate notice and invitation to submit formal bids.
A 25% Small Business Enterprise (SBE) participation goal and Local Business Entity (LBE) participation goals apply, with mandatory compliance documentation and ongoing monitoring through the City's electronic payment and certification systems. Contractors must comply with prevailing wage requirements (effective July 28, 2026), apprenticeship training standards requiring 70% of on-site workers to be certified apprentices for projects exceeding $300,000 with four or more workers, Department of Labor certified payroll submission, diesel emissions controls for nonroad engines exceeding 50 horsepower, and E-Verify employment eligibility verification. A bid bond equal to 10% of the gross bid amount is mandatory.
The scope encompasses complete removal and disposal of existing filter media and underdrains at ten filters; installation of new drains, media, and associated equipment; testing; and disinfection/dichlorination work. Line items include furnishing maintenance and janitorial services for the engineer's field office ($20,000 allowance), 250 tons of anthracite coal, 30 sweep arm bearings, repair mortar placement on spalled concrete sections, chemical grouting (170 gallons), and epoxy crack injection (1,200 linear feet). All repair materials must comply with NSF 61 approval standards for drinking water exposure and ASTM specifications for reinforcing materials.
The contract duration is 850 calendar days from Notice to Proceed. Pricing is submitted on a unit basis; contractors provide their own unit pricing rather than a fixed total bid amount. Site visits are scheduled for September 29 and October 6 at the Baxter facility (10:00 a.m.). Questions are due October 6, 2026, directed to Alexander.Fidrych@phila.gov. No pre-bid meetings will be held. Six contractors have been approved to proceed: A.P. Construction, Inc.; JPC Group, Inc.; Carusone Construction, Inc.; Stacy Giordano Filter Replacement; and C & H Industrial Services, Inc. Funding derives from the City of Philadelphia municipal budget.
