About this opportunity
The City of Fort Worth, Texas is soliciting bids for the 2026 On-Call Pavement Markings Contract (CPN 106517), a comprehensive procurement for the installation and removal of pavement markings and markers throughout the city. This unit price-based contract encompasses 198 line items covering diverse marking types including thermoplastic markings in multiple widths and colors, preformed thermoplastic applications, multipolymer and polyurea markings, reflective markers, ceramic buttons, delineators, bike lane separators, tape markings, and associated removal services, with estimated quantities ranging from 50 to 15,000 units across various measures including linear feet, each, square feet, lanes, work days, and months. All work must be completed within 107 days after contract commencement. Electronic bid submission is required through the Bonfire Procurement Portal with a deadline of 2:00 P.M. CST on Thursday, February 19, 2026, with bids to be opened publicly at Fort Worth City Hall, Mezzanine Floor, Room MZ10. A mandatory prebid conference is scheduled for Thursday, January 22, 2026 at 10:30 A.M. CST via web conferencing for interested parties who have submitted an Expression of Interest. Required qualifications include submission of a bid bond equal to five percent of the maximum bid price, performance and payment bonds, workers' compensation insurance, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $1,000,000 combined single limit, valid insurance certificates within 14 days of award notification, and compliance with prevailing wage rate requirements ranging from $10.06 to $21.07 per hour based on 2013 Davis-Bacon Act determinations. Nonresident bidders must comply with Texas Government Code Chapter 2252 underbidding requirements, and all bidders must complete conflict of interest questionnaires and vendor compliance statements.
This procurement includes a 30 percent small business participation goal, with all participating small businesses requiring certification from approved agencies including NCTRCA, WBCS, DFWMSDC, or TxDOT; failure to comply renders bids non-responsive. The contract is structured as an on-call agreement with an initial term of one calendar year or until funding expiration, whichever occurs last, with the City retaining the right to renew for up to four additional one-year periods under the same terms and unit prices, requiring at least sixty days' notice before renewal. The maximum award amount is $5,000,000 per vendor, with no guarantee of the amount or value of work to be ordered under any resulting contract, as work will be issued on a task order basis. Liquidated damages of $500.00 per day will be assessed for delays beyond specified completion dates. Funding is expected from revenues generated from bonds reserved by the City for the project. The City reserves the right to award one or more contracts to qualified bidders and to waive irregularities and accept or reject any or all bids.
