About this opportunity
The City of Philadelphia is conducting a virtual bid opening for sewer reconstruction, sewer lining, relay of water mains, and green stormwater infrastructure on North 37th Street (Bid 2900), with bids due and opening today, August 25, 2026 at 10:30 a.m. EST via Zoom. The estimated contract value exceeds $5 million. Local Business Entity (LBE) certification eligibility applies with corresponding bid preferences.
Work spans North 37th Street from Brown Street to West Haverford Avenue for sewer and water main work, and from Olive Street to Fairmount Avenue for green infrastructure; additional sewer work is on Aspen Street. The scope includes brick sewer lining (105 linear feet), sewer excavation (3,350 cubic yards), installation of reinforced concrete pipe sewers in various diameters (approximately 2,315 linear feet total), 18 sewer manholes, water main relay (6 to 24 inches), gate valves, fire hydrants, water service connections, and green infrastructure with perforated and solid HDPE and PVC piping, geomembrane materials, and infiltration testing. The contract term is 360 calendar days from Notice to Proceed.
Bidders must submit a 10 percent bid bond and perform a minimum of 20 percent of the original contract value with their own workforce. Prevailing wage rates apply per Philadelphia Labor Standards Unit (effective July 28, 2026, per Amendment 2). As of July 1, 2026, contractors must ensure 70 percent of on-site workforce personnel have completed or are enrolled in a Certified Apprenticeship Program for projects valued at $300,000 or more with four or more on-site workers. Diesel engine emissions controls are required for all covered vehicles exceeding 50 horsepower.
All bidders must submit a non-refundable $600 bid processing fee through the City's online payment portal prior to bid opening and complete a Questionnaire and Financial Statement for Qualified Sellers. Eight vendors submitted bids; the lowest base bid was $8,177,833.00 from Philip Pio. Amendment 4 (issued August 19) updated bid pricing pages and removed language regarding large diameter service installations. All amendments must be acknowledged; failure to execute amendments may result in bid rejection.
