About this file

This is a seller checklist for public works bids issued by the City of Philadelphia for Bid 2900, which involves sewer reconstruction, sewer lining, relay of water mains, and green stormwater infrastructure (GSI) on North 37th Street. The bid encompasses an estimated range exceeding $5,000,000 and requires bidders to complete a structured submission process through the PHLContracts platform. Prospective sellers must fulfill multiple mandatory requirements across several tabs, including general information submission, item cost entry, questions responses, terms and conditions acceptance, and attachment uploads. A virtual bid opening will be conducted via Zoom, with meeting details and access credentials provided for interested parties.

The submission process requires a non-refundable bid processing fee of $600, payable electronically through the City of Philadelphia's payment portal prior to bid opening. Bidders must submit a completed bid bond (with the original mailed to the Procurement Department at 1401 JFK Boulevard), a Power of Attorney, proof of the processing fee payment, a Consent & Authorization form, and a Unit Prices Worksheet. Additional required documents may include a Performance of Work by Contractor form, an executed Project Labor Agreement if applicable, and a pricing page/calculator provided by the City. All documents are mandatory, and failure to submit any required item will result in bid disqualification. The checklist emphasizes that no exceptions are permitted on public works contracts and that bidders must acknowledge any amendments to the prequalification and bid documents.
