About this opportunity
The Illinois Department of Information Technology is requesting quotations for fiber-based point-to-point metro-ethernet transport service to connect the Putnam County Clerk's Board of Elections office at 120 N 1st Street, Hennepin, Illinois to an Illinois Century Network Point of Presence site, with quotations due September 3, 2026 and service fully operational by January 1, 2027.
The scope is last-mile wide area network connectivity with bandwidth speeds ranging from 100 megabits to 1 gigabit, with the Putnam County Clerk location requiring 100 megabits. Service must maintain 99.98% availability or better on a 30-day average with guaranteed synchronous bandwidth available 24 hours per day, 7 days per week, 365 days per year. Only fiber-based solutions are acceptable; copper and wireless services are not. Bidders are responsible for selecting the appropriate Z end location from 15 designated Illinois Century Network Points of Presence across the state, determining the service route, and delivering service to DoIT-designated telecom rooms at both termination points on vendor-provided switches.
Pricing must be submitted electronically in BidBuy using total cost of ownership calculated as monthly recurring charge multiplied by service term plus non-recurring installation per site location. All costs must be all-inclusive and final with no additional taxes, fees, surcharges, or pass-through charges permitted after award, including regulatory recovery fees, universal service fees, or telecommunications-related surcharges. Bidders must complete pricing for all option line items representing additional bandwidth tiers to be considered responsive, though options will not influence award decisions except in case of a tie and may only be utilized during the service term if agency bandwidth needs change. If a bidder has executed a contract with DoIT within the past twelve months for similar products or services, the negotiated terms and conditions from that existing contract shall apply to this solicitation without further negotiation. The site contact is Louis Elrod at louis.elrod@illinois.gov or 309-671-7682.
