About this opportunity
The City of Toledo is requesting bids for one new 23-ton 100-foot boom crane truck via PlanetBids, with bids due October 27, 2026 at 1:30 PM EST and public bid opening at 2:00 PM EST via Zoom.
The equipment specification is a National 8100D 100-foot boom truck or approved equal mounted on a 2027 Peterbilt 567 chassis with detailed engine, transmission, axle, and operational component requirements. All deliverables must be new and unused, F.O.B. point of delivery with all transportation charges included in price. The Contractor warrants conformity to specifications and all applicable laws and industry standards, with a minimum one-year warranty from delivery date. The contract term is not to exceed one year, with month-to-month renewal options available if elected.
Evaluation is based on lowest and best offer, weighing bid price, past work and experience with the City of Toledo, and applicable local preference per Toledo Municipal Code section 187.34. A performance and payment bond in an amount not less than the bid price is required. For bids exceeding $75,000, the bid guaranty is 5 percent (maximum $200,000), required in the form of a cashier's check or bid bond, and must be received by the October 27 deadline to be deemed responsive.
Contracts exceeding $10,000 trigger Toledo's living wage requirements: minimum $17.45 per hour (or $20.63 with qualifying health benefits), per Toledo Municipal Code Chapter 187. The City imposes a 2.5 percent municipal income tax on contractor work performed within city limits; vendors must register with a $250 deposit credited toward estimated net profits tax. All contracts exceeding $10,000 require submission of a Court-Ordered Child Support Compliance Affidavit. Contractors must maintain commercial general liability ($2,000,000 products completed operations aggregate, $1,000,000 per occurrence), comprehensive auto liability ($1,000,000 per occurrence), and umbrella liability ($5,000,000), with the City named as additional insured on occurrence-basis policies from A- Best rated carriers.
Bid submissions must include project paperwork, line items with pricing to two decimal places, signed contract, detailed specifications sheet, and bid guaranty. Vendors new to the City must submit vendor registration, business tax registration, and notarized child support affidavit; all bidders must provide W-9, insurance certificate, EEO compliance documentation, debarment certification, living wage affidavit, and workers' compensation certificate. Payment is due within 30 days of City acceptance and receipt of proper invoice.
