About this opportunity

The City of Ruston, Louisiana's Light & Power Department is soliciting sealed bids under BID #2027-002 for one three-phase 15.5kV medium-voltage outdoor dead-tank 2000-amp main bus tie vacuum circuit breaker for the McDonald Avenue Substation 2026 Feeder #3 Project, with bids due October 28, 2026 at 10:00 a.m. The solicitation requires the manufacturer to be a Nationally Recognized Testing Laboratory (NRTL) registered entity with at least five years of documented experience manufacturing equivalent equipment, which is the primary eligibility filter. Equipment must also conform to ANSI/ISO/ASQC 9001-2015.

The scope is one complete unit with integral bushing current transformers, operating mechanisms, control circuits, and auxiliary equipment. The equipment must meet or exceed all specified requirements, including outdoor design with a minimum 30-year service life, operation in ambient temperatures from -40C to +50C, marine-environment compatibility, seismic resistance up to 0.5g acceleration, and sustained wind resistance up to 150 mph. Bidders must submit product literature, manufacturer's warranty information, certified test reports, technical drawings, and instruction manuals with the bid. Bids must be sealed, submitted on city forms, signed in ink, and initialed on every page, and delivered to the City of Ruston Public Works Complex at 2805 South Farmerville Street, Ruston, Louisiana 71270.

Prices must be quoted F.O.B. Ruston with freight prepaid and delivery included, and they must remain firm for at least 45 days from the bid opening. Bid prices must exclude Louisiana sales tax under Act No. 1029, and bidders not current on all obligations to the city, including sales taxes, occupational taxes, and utility billings, will be rejected. Payment is due 30 days from delivery, and cash discounts beyond 30 days will be considered in award decisions. Award goes to the lowest responsive and responsible bidder, with delivery time a potential factor. If the runner-up is within 15 percent of the lowest bid and offers shorter delivery, the city may award to that bidder. The city may award on a lump-sum or item basis and reject any and all bids for just cause. The purchase is a one-time buy with an option to order additional materials up to 15 consecutive calendar days after the initial order at the same price and specifications.
