About this file

This is an Invitation to Bid issued by the City of Ruston, Louisiana's Light & Power Department for the purchase of new three-phase 15.5kV medium voltage outdoor dead-tank substation 2000 amp main circuit breakers suitable for the McDonald Avenue Substation 2026 Feeder #3 Project. The bid solicitation (BID #2027-002) seeks one complete unit with integral bushing current transformers, operating mechanisms, control circuits, and auxiliary equipment. Sealed bids will be received at the City of Ruston Public Works Complex, 2805 South Farmerville Street, Ruston, Louisiana 71270, until 10:00 a.m. on Wednesday, October 28, 2026, at which time bids will be publicly opened and read aloud. The equipment must meet or exceed all specified requirements, including design for outdoor installation with a minimum 30-year service life in ambient temperatures ranging from -40°C to +50°C, compatibility with marine environments, and resistance to seismic loading up to 0.5g acceleration and sustained wind speeds up to 150 mph. Bids must be submitted in sealed envelopes on the city's prescribed forms, completed and signed in ink, with all pages initialed by the bidder. The city reserves the right to award contracts on a lump sum or individual item basis and to reject any and all bids for just cause.

Bid prices shall be firm for a minimum of 45 days from the bid opening date and must be quoted F.O.B. Ruston, Louisiana, freight prepaid, with delivery included. Unless otherwise specified, payment terms are 30 days from the date of delivery, and cash discounts greater than 30 days will be considered in determining awards. All bid prices must exclude sales taxes per Louisiana law (Act No. 1029), and bidders not current on all obligations owed to the City of Ruston, including sales taxes, occupational taxes, and utility billings, will be rejected. The specification requires the equipment to conform to ANSI/ISO/ASQC 9001-2015 quality management standards and mandates that the manufacturer be a Nationally Recognized Testing Laboratory (NRTL) registered entity with at least five years of documented experience manufacturing equivalent equipment. Detailed product literature, manufacturer's warranty information, certified test reports, technical drawings, and instruction manuals must accompany all bids. The contract will be awarded to the lowest responsive and responsible bidder providing the bid price is reasonable and in the best interest of the City of Ruston, with delivery time considered as a potential factor; if the runner-up bid is within 15 percent of the lowest bid and offers shorter delivery, the city may award to the next-to-lowest bidder. This is a one-time purchase with an option to order additional materials up to 15 consecutive calendar days after the initial order at the same bid price and specifications.
