About this opportunity
The City of Phoenix Public Works Department is soliciting bids for Invitation for Bid #26-FSD-022 to purchase BMW R 1250 RT motorcycles for municipal use. The procurement specifically requires motorcycles in Night Black & Alpine White III colors, equipped with emergency warning lights, take-down lights, convenience features, radio equipment, and various accessories. The contract term will span three years, commencing on or about January 1, 2026, with two optional one-year extensions potentially extending the total contract duration to five years. Bidders must provide comprehensive operating and parts manuals, ensure new equipment directly from the manufacturer, and meet specific industry standards and warranty provisions. Key deadlines include October 10, 2025, for submitting questions, with final bid responses due October 22, 2025, at 11:00 am. Pricing will be unit-based and firm for the initial contract year, with potential annual price adjustments subject to City approval, requiring detailed documentation to support any proposed increases.
The solicitation includes a robust Disadvantaged Business Enterprise (DBE) and Small Business Participation Plan, mandating contractors track and report DBE and small business participation through the City's Certification and Compliance System. Vendors must demonstrate commitment to promoting participation of small businesses and DBE-certified firms, including strategies such as sending outreach letters and maintaining interaction documentation. The City requires an initial DBE participation plan submitted within 30 calendar days of contract award, with annual updates thereafter. Contractors must comply with federal requirements under 49 CFR Part 26 and use the phoenix.diversitycompliance.com portal to document monthly DBE and small business engagement. While specific budget ranges are not explicitly stated, the procurement suggests a significant investment in municipal motorcycle fleet replacement, with potential for multiple units to be purchased over the contract's duration. Additional requirements include completing background checks, security screenings, and adhering to various administrative and legal compliance measures.
