About this opportunity

The Florida Department of Transportation District 2 is soliciting sealed bids for the purchase of mitigation credits in the St. Johns River Water Management District Basin 1 (Upper St. Marys River) to offset wetland and species impacts associated with Department projects. The procurement seeks to establish a 24-month term contract with qualified bidders to provide wetland mitigation bank credits on an as-needed basis, with estimated quantities including 5 credits each for Freshwater Forested wetlands and 2.5 credits each for Freshwater Herbaceous wetland types across three mitigation categories: Federal & State, Federal only, and State only, utilizing both UMAM and WRAP assessment methodologies. Bidders must submit firm, net, delivered prices on the provided Bid Sheet with per-credit pricing for each mitigation credit type and must possess valid federal mitigation banking instruments or state mitigation banking permits depending on the credit type being bid, along with documentation of permits, current credit ledgers, and regulatory agency acceptance. The deadline for technical questions is February 16, 2026, at 5:00 p.m., sealed bids are due February 23, 2026, at 2:00 p.m. to D2.Purch@dot.state.fl.us, public bid opening occurs February 23, 2026, at 2:30 p.m. at FDOT District 2 Headquarters in Lake City, Florida, and the intended award decision will be posted February 25, 2026. Credits must be delivered within 14 days of purchase order receipt with confirmation of formal adjustments to state and federal regulatory ledgers. The Department does not guarantee any specific quantity of mitigation credits will be purchased and reserves the right to award to one or more vendors based on lowest cost for overall project needs.

All bidders must be actively registered in MyFloridaMarketplace by the bid opening date and are subject to associated transaction fees, though the in-state preference for commodity bids does not apply as federal funds are being utilized in this procurement. No specific set-asides for disadvantaged enterprises or minority-owned businesses are mentioned in the solicitation documents. All contract awardees must submit a completed FDOT Affidavit Regarding Labor and Services (Form 375-030-31) prior to contract execution and must comply with Title VI of the Civil Rights Act of 1964 and other applicable federal nondiscrimination statutes. The Department reserves the right to conduct on-site inspections of mitigation sites and review bidder documentation prior to contract execution and may reject bids with material misrepresentations. All responses must include a completed Vendor Certification Regarding Scrutinized Companies Lists, and bidders must comply with electronic submission requirements per Special Condition 21. No specific budget amount or award value range is disclosed in the solicitation; the Department's purchasing approach is based on competitive bidding with selection determined by lowest cost for overall project needs.
