About this file

This is Addendum 1 to an Invitation to Bid issued by the Florida Department of Transportation District 2 Procurement Office for the purchase of mitigation credits to offset wetland and species impacts in the St. Johns River Water Management District Basin 1 (Upper St. Marys River). The addendum revises the timeline for bid submission and opening. Sealed bids are now due on March 2, 2026, at 2:00 p.m. local time, with submission to D2.Purch@dot.state.fl.us or to the FDOT District Two Procurement Office at 1109 South Marion Avenue, Lake City, Florida 32025-5878. The public bid opening will occur on March 2, 2026, at 2:30 p.m. at the same location. The posting of the intended decision and award notification has been set for March 4, 2026. The contract will establish a 24-month term for the purchase of wetland mitigation bank credits on an as-needed basis, with estimated quantities including 5 credits for Freshwater Forested wetlands and 2.5 credits for Freshwater Herbaceous wetland types across three mitigation categories: Federal & State, Federal only, and State only.

Bidders must submit firm, net, delivered prices on a provided Bid Sheet with per-credit pricing for each mitigation credit type and must possess valid federal mitigation banking instruments or state mitigation banking permits depending on the credit type being bid, along with documentation of permits, current credit ledgers, and regulatory agency acceptance. Credits must be delivered within 14 days of purchase order receipt with confirmation of formal adjustments to state and federal regulatory ledgers. All bidders must be actively registered in MyFloridaMarketplace by the bid opening date and must acknowledge receipt of this addendum by completing and returning a signed acknowledgment with their bid package. Failure to acknowledge receipt of the addendum may result in the bidder being deemed non-responsive. The Department does not guarantee any specific quantity of mitigation credits will be purchased and reserves the right to award to one or more vendors based on lowest cost for overall project needs.
