About this opportunity

Gwinnett County, Georgia's Department of Financial Services is soliciting quotes for medical oxygen and carbon dioxide supply on an annual contract with four one-year renewal options, with quotes due November 2, 2021 at 3:00 p.m. Award will be made to the lowest responsive and responsible bidder.

Service providers must be FDA-registered medical gas manufacturers compliant with Current Good Manufacturing Practice regulations and Compressed Gas Association standards. The fill location must be within 100 miles of Gwinnett County Fire Department Central Warehouse, and the contractor must provide 24/7 emergency contact capability.

The scope includes monthly cylinder rentals (595 D Cylinders, 140 M Cylinders, 4 M6 Cylinders, and 3 CO₂ Cylinders) and annual fill services (approximately 5,100 oxygen D fills, 3,200 oxygen M fills, 6 oxygen M6 fills, and 12 carbon dioxide fills), plus delivery fees and fuel surcharges. Weekly or biweekly deliveries serve eight fire stations and the Fire Academy, with swap-and-return logistics for empty cylinders. Sample cylinders must be provided within five business days of request to verify sizing and regulator compatibility.

The recommended award vendor is nexAir, LLC, at an annual contract value of $54,243.34, comprising $13,541.50 in rental fees, $35,801.84 in fill services, and $4,900.00 in delivery and fuel surcharges. Pricing must remain firm during the initial one-year term; renewal options permit up to 5% price increases. Contract commencement is anticipated January 1, 2022, with a transition period of approximately 2–3 business days if a new supplier is awarded.

Contractors must hold workers' compensation insurance, commercial general liability insurance of at least $500,000 per occurrence, auto liability insurance of $500,000, and umbrella liability insurance of $1,000,000 with Gwinnett County named as additional insured. Questions are due October 22, 2021. Addendum 1 (October 27, 2021) must be signed and returned with proposals; failure to do so may result in non-responsive bid determination.
