About this opportunity
Gwinnett County, Georgia Department of Water Resources issued Invitation to Bid BL118-23 for liquid cationic polymer on an annual contract with four renewal options, with bids due August 31, 2023 — however, the solicitation was cancelled in its entirety on August 9, 2023, and no award was made.
The scope called for delivery of polymer in full truckload quantities within three working days of order to two filter plants in Buford, Georgia (Lanier Filter Plant and Shoal Creek Filter Plant). Product was to be delivered by manufacturer's tanker or certified food-grade carrier in bulk quantities and comply with ANSI/NSF Standard Number 60 for drinking water treatment chemicals. The County anticipated approximately 52,000 gallons of annual usage, with pricing bid at a unit price per 100 gallons. Award was to be based on lowest responsive and responsible bid using life-cycle cost calculations factoring in dosage requirements to meet turbidity standards of 0.10 NTU or less and effects on filter run times.
Mandatory pilot testing of all polymers was scheduled between August 3 and August 17, 2023, with results to be published in an addendum on August 21, 2023. Successful vendors were required to carry commercial general liability of $500,000, auto liability of $500,000, and umbrella liability of $1 million with A.M. Best ratings of A-5 or higher. Vendors had to comply with chemical security protocols including advance delivery notification, driver verification, sealed tanker connections, and on-site weight verification. Products required certificates of analysis and NSF-60 listing documentation.
The contract was scheduled to begin November 28, 2023. Pricing was to remain firm for the initial 12-month term. Gwinnett County stated it would re-solicit this requirement separately if needed.
