About this opportunity
Gwinnett County's Board of Commissioners, administered through the Financial Services Purchasing Division, is soliciting sealed bids under ITB BL156-26 for milk, milk products, and frozen snacks on an annual contract, with questions due November 20, 2026 and bids due December 11, 2026 at 2:50 p.m. local time. Products must be domestically produced, and the contract uses federal NSIP funding, which requires that only agricultural commodities purchased by the Secretary of Agriculture under section 32 of the Act of August 24, 1935 be used for nutrition services.
Scope covers 2% homogenized, buttermilk, skim, lactose-free, chocolate, and almond milk in multiple container sizes; cottage cheese and sour cream; and frozen products including ice cream cups, bars, and novelty items such as sandwiches and cones. Delivery runs to two sites: the Gwinnett Senior Services Center weekly on Wednesdays from 6:00 a.m. to 11:00 a.m., and the Comprehensive Correctional Complex on Mondays and Wednesdays from 6:00 a.m. to 1:00 p.m. The County may split awards or award bids in their entirety. Awards go to the lowest responsive and responsible bidder.
Successful suppliers must carry Commercial General Liability of at least $2 million, automobile liability of $1 million combined single limit, and Georgia statutory workers' compensation, with carriers authorized in Georgia and rated A-7 or higher by A.M. Best. Bids must be submitted in duplicate with completed bid schedules, references, and a Code of Ethics Affidavit. Vendors must comply with Georgia's Illegal Immigration Reform Enhancements for 2013 and federal work verification requirements. Attachment A's federal contract provisions apply to federally funded work, including Davis-Bacon, Buy American, and DBE requirements under 49 CFR Part 26, and require Federal Tax ID, DUNS, and CAGE code on execution.
The contract is annual with four one-year renewal options and begins February 18, 2027, or upon Board of Commissioners approval. Pricing holds firm for the initial term, and vendors specify any renewal percentage adjustments. Bids are submitted at 75 Langley Drive, Lawrenceville, Georgia, and the bid opening is virtual only. Questions go to Savannah Anderson, Purchasing Associate II, at Savannah.Anderson@GwinnettCounty.com or 770-822-8736.
