About this opportunity

The State of Maine is requesting bids on military HMMWV electronic speedometers (NSN 6680-01-554-4738, PN 12480921 or 00041423 Rev J) under a one-year purchasing agreement with bids due July 27, 2012. Vendors must be screened through the federal Excluded Parties List System and provide debarment certification; failure to certify disqualifies the bidder.

The solicitation projects a 12-month purchase volume of 150–200 units with first-delivery capability of up to 50 units within 30 days of contract award. Unit prices must be quoted on an FOB destination basis to Limestone, Maine, and all prices must be fixed for orders and deliveries of any quantity, including partial shipments, unless delivery price constraints are negotiated and included in the award. Contractors bear freight and delivery costs for sample submissions required prior to award. Proposals involving used or former government surplus property must include complete descriptions of the material, quantity, acquiring agency, and acquisition dates.

The state reserves the right to award on an item-by-item or group basis, reject any or all quotes, waive formalities, and increase or decrease quantities by up to 10%. Award will be made to the lowest responsible bidder considering best value, with evaluation factors including quality, conformity to specifications, delivery date, and ultimate cost. If time is of the essence, earliest delivery dates may factor into the award decision. Discounts under 20 days will not be considered in contract award determinations. The contract is eligible for extensions after the initial one-year term. The state participates in the Buy American Act and may require certificates of conformance to military and OEM standards. Electronic submission is required; bids close at 2:00 p.m. local time. Alternate bids and supporting documentation may be submitted via fax or mail prior to bid opening. The state is exempt from federal and Maine state sales and use taxes.
