About this file

This is a solicitation document for the State of Maine's purchase of electronic speedometers to support vehicle refurbishment and repair at production facilities in Limestone, Maine. The state seeks to award a one-year purchasing agreement contract to one or more vendors for military HMMWV electronic speedometers (NSN 6680-01-554-4738, PN 12480921 or 00041423 Rev J). The solicitation projects a 12-month purchase volume of 150-200 units, with the state requesting first delivery capability of up to 50 units within the first 30 days of contract award. The contract is eligible for extensions after the initial one-year term. No specific response or bid due date is provided in the document; however, the projected purchase volumes are contingent upon actual production and supply needs, with no guaranteed minimum or maximum purchase commitment.

Bidders must submit all pricing information and supporting documentation through the Bid Response Data Tab, with unit prices quoted on an FOB destination basis to Limestone, Maine. Quoted prices must represent fixed contract prices for orders and deliveries of any quantity, including partial shipments, unless delivery price constraints are negotiated and included in the contract award. The state participates in the Buy American Act and may require certificates of conformance to military and OEM standards. Contract award is contingent upon successful screening of bidding parties through the federal Excluded Parties List System (EPLS) and may require certification of eligibility as determined by the State Purchasing Division. Contractors must be prepared to provide product samples for evaluation prior to award and will bear the freight and delivery costs for sample submissions. Proposals involving used or unused former government surplus property must include complete descriptions of the material, quantity, acquiring agency, and acquisition dates.
